Dear Lancashire County Council,

Reference here is made to a Blackpool Council run ERDF Project.
As I understand the EU Policy rules, this information, which was lodged with your records office as required for future reference and audit has to currently to be kept until 31/12/2025 or until destruction date is advised.

I require access to the specific project records and finances created for the following Project:

I-CAN (Interactive Community Access Network) ; Final Report 2008; Project Closure 2009 Closure Audit 2010, GONW 5220 EUR, Interactive Community Network Project 18

I require access to the project progress reports (as they were originated complete) and financial reports (as reported and officially signed, including match funding). This documentation is all part of the original paper records.

Dear Mr Rudkin,

 

Further to your email of 08 November, we are now in a position to respond
to your enquiry.

 

Searches have been undertaken on the council's corporate electronic
records management systems (EDRMS, now Documentum), using numerous search
terms, combinations and variations from the details provided in your
enquiry, across our entire holdings but focussing on partnership funding,
financial and grants teams records, as well as interactive and network
projects, to see if we could identify any records for the project referred
to. Unfortunately, we could not locate any relevant files. Unless there
was clear evidence to suggest Lancashire County Council was the lead
authority for this EDRF project, we would not be holding this type of
record on their behalf. We have also checked the holdings of Lancashire
Archives, who hold records selected for permanent historical preservation
on behalf of Blackpool, but EDRF records would still have business value
and retention requirement and would not have been accepted for storage by
them.

 

I am sorry we have been unable to assist you further on this occasion. If

Dear Freedom of Information,

Thank you for your response. At the time of the project closure the I personally delivered a copy of the project report to County Hall for official retention. This was a requirement of the EDRF programme. Can you please take a look again? I suggest that if this report is missing, others might also be as well. An internal review may be required. These records are supposed to be retained for 25 years. I am in communication with the auditors of the project.
