Dear Newry, Mourne and Down District Council,

I have been engaged by Craigavon Travellers Support Committee to establish the progress of the recommendations made by The NIHRC in their Publication, Out of Site, Out of Mind: Traveller Accommodation in Northern Ireland.

"All Public Authorities Recommendation i: All public Authorities should consider their obligations towards Travellers in the context of the Race Relations (NI) Order 1997 and the NI Act 1998, Section 75. All Public Authorities should ensure that all relevant staff members are educated on the existence, relevance and effective implementation of the Race Relations (NI) Order 1997 and the NI Act 1998, Section 75, as the Legislation relate to Travellers and their Accommodation".

Please advise if you have provided any equality training to your staff highlighting how the legislation relates specifically travellers and their accommodation or culture.

Many thanks.
Yours faithfully,

Kelly Laverty

Dear Madam,

I refer to the above and write further to my email of 15^th January 2024.

Under the Freedom of Information Act 2000 you have requested information
from Newry, Mourne and Down District Council in relation to equality
training in relation to Traveller issues.  Your request has been processed
in accordance with the Freedom of Information Act and, accordingly, please
see the response below.

Request

I have been engaged by Craigavon Travellers Support Committee to establish
the progress of the recommendations made by The NIHRC in their
Publication, Out of Site, Out of Mind: Traveller Accommodation in Northern
Ireland.

"All Public Authorities Recommendation i:  All public Authorities should
consider their obligations towards Travellers in the context of the Race
Relations (NI) Order 1997 and the NI Act 1998, Section 75.  All Public
Authorities should ensure that all relevant staff members are educated on
the existence, relevance and effective implementation of the Race
Relations (NI) Order 1997 and the NI Act 1998, Section 75, as the
Legislation relate to Travellers and their Accommodation".

Please advise if you have provided any equality training to your staff
highlighting how the legislation relates specifically travellers and their
accommodation or culture.

Response

Following a targeted search, I would advise that Newry, Mourne and Down
District Court hold no recorded information in relation to your request as
no training has been provided highlighting how the legislation relates
specifically to travellers and their accommodation or culture.

However, Newry, Mourne and Down District Council do provide Equality
Training to employees which references Council’s Section 75 statutory duty
obligations to promote equality of opportunity and good relations and
details the nine equality categories, of which Irish Travellers are
included within the racial category.

If you wish to discuss the above or require clarification on any matter,
please do not hesitate to contact me.

I trust this is of assistance.  However, should you be unhappy with our
response in this matter you may request an Internal Review of our response
by 21^st March 2024. You can contact Ms Edel Cosgrove, Head of Compliance
([email address]) in that regard.

In the event you are unhappy with the outcome of any Internal Review
conducted by the Council you may apply to the Information Commissioner's
Office (ICO) for a review of our response.

You can contact the ICO via the following details:
