Equality information request

The request was partially successful.

Dear Birmingham and Solihull Mental Health NHS Foundation Trust,

Please advise why the equality objective that was lawfully required to be set in 2012 has not been provided as requested in my FOI dated 23rd October 2018?

In my FOI request (28th October 2018) I asked for the equality analysis that relates to the 2016/17 equality objective about restrain. In your response you stated that there is “no documented equality analysis”. You then state that “analysis was discussed at various meeting…” Please provide the analysis that was discussed at the meetings that you have referenced.

In my FOI request (28th October 2018) I asked for the activities that have taken place towards addressing racial/ethnic inequality in relation to restraint. In your response you state that “all of the actions taken are detailed in the EDI framework and associated action plans”. Please provide all of the evidence that you have considered that demonstrates how the activities you have undertaken, and plan to undertake, may contribute to a reduction in inequalities in restraint.

In my FOI (28th October 2018) I requested the equality analysis for each year since the equality objective 2016/17 aimed at addressing racial/ethnic inequality in restraint. I did not receive the information for the period Nov 2016 - 31st Oct 2017. Please provide this information.

In your response (26th Nov 2018), you stated that the equality objectives set in 2016/17 have been superseded. Please advise why these objectives were superseded.

Please explain how the equality objectives set in Nov 2016 relate to the Equality and Diversity Inclusion Framework 2017-20.

Please advise how the equality and diversity strategy 2016-2020 relates to the Equality and Diversity Inclusion Framework 2017-20.

Please explain why Birmingham and Solihull Mental Health Trust Foundation have not set SMART equality objectives that comply with the guidance provided by the Equality and Human Rights Commission on developing equality objectives.

In the 2016/17, the equality objectives stated that they aimed to improve outcomes for BME service users. Please provide the information of the treatment patterns that were inequitable and the reported outcomes that Birmingham and Solihull Mental Health Trust Foundation Trust aimed to address in the 2016/17 equality objective.

Yours faithfully,

Tony Sal
