FOI, Sport England

Dear C Kielty

Thank you for clarifying your request for information about British
Cycling’s Breeze Programme.

We have now considered your request and I am writing to let you know the
following:

o With regards to your request for ‘copies of any Equality Impact
Assessments particularly with relation to the impact on the protected
characteristic of sex undertaken by British Cycling before they
adopted their current transgender inclusion policies for Sport England
funded Breeze programme’, please note that the information you require
is not held by Sport England. This is because we do not have an
Equality Impact Assessment document for National Governing Bodies and
do not specify anything relating to Transgender policies in their
Award Agreements.

o With regards to your request for the ‘copies of the terms of the grant
funding for British Cycling's Breeze programme’, please note that the
information you require is not held by Sport England in the format
requested. This is because the funding granted to British Cycling’s
Breeze programme is included in a very generic Award Agreement which
outlines general participation targets for all of British Cycling and
is not programme-specific. We therefore do not hold a document which
specifically details the terms of the grant funding for British
Cycling’s Breeze programme. However we can confirm that British
Cycling receives annual funding of £215,000 for the Breeze programme,
totalling £860,000 over the 4-year cycle (2017-2021). The Key
Performance Indicator attached to this funding is that they will
increase the percentage of female cyclists riding at least once a year
and improve the regularity of those already participating in cycling.

This completes our response to your information request.

As a public body, Sport England is subject to the terms of the Freedom of
Information Act 2000 and this means you are entitled to complain if you
are unhappy with the way we have handled your information request and/or
ask us to review our decision.

If you would like to complain about the way we have handled your request
or ask for our decision to be reviewed please contact:
[1][Sport England request email]

Please describe your original request, explain your grounds for
dissatisfaction and include an address for correspondence. All internal
reviews are carried out by a colleague who has not previously been
involved in the handling of your information request. We aim to complete
internal reviews within twenty working days.

If you are not content with the outcome of our Internal Review you have
the right to appeal to the Information Commissioner. Generally speaking
the Information Commissioner will not be able to consider an appeal unless
you have first exhausted the Internal Review procedure provided by Sport
England.

The Information Commissioner can be contacted at:

I hope that this satisfies your information request.
