Freedom of Information Request
Thank you for your recent request received on date. Your request was actioned under the
Freedom of Information Act 2000 in which you requested the following information:-
1. How many employees, covered by Equalities legislation are home workers.
2. What are the grades and job titles of the above employees?
3. Where any of the above employees granted flexible working arrangements.
Liverpool City Council confirms that it holds some information relevant to the terms of your
request, our response being set out below: -

Liverpool City Council confirms that your request has been considered, however, the
information you have requested cannot be provided for the reasons set out below.
In relation to your particular request, the following exemption applies: -
Section 12 - Exemption where cost of compliance exceeds appropriate limit
Section 12 of the FOIA provides an exemption from a public authority’s obligation to comply
with a request for information where the cost of compliance is estimated to exceed the
appropriate limit.
Liverpool City Council does not hold the requested information in a central location. Whether
a member of staff works from home on a permanent, part-time or ad-hoc basis is known only
by the managers within each individual department of the Council. In order to compile the
information you have requested we would have to carry out an audit of all staff working
across the Council.
There are currently 4,666 people employed by the Council. We estimate that it would take
around 3 minutes to check and answer for each employee. As such 4,666 records @ 3

minutes each = 233.3 hours of work for this part of your request.
It is estimated that the cost of providing you with the information above is the amount to
which we are legally required to respond i.e. the cost of locating and retrieving the
information exceeds the “appropriate level” as stated in the Freedom of Information (Fees
and Appropriate Limit) Regulations 2004. In the case of Liverpool City Council, the
appropriate limit under the FOIA is a total of 18 hours of work. If any part of the request
exceeds the fees limit then Section 12 applies to the whole request.

The City Council will consider appeals, referrals or complaints in respect of your Freedom of
Information Act 2000 and you must submit these in writing to

The matter will be dealt with by an officer who was not previously involved with the response
and we will look to provide a response within 40 days.

Freedom of Information Act 2000.
