Equalities Impact Assessment Dark Skies – Street Lighting Proposals
Dear Oxfordshire County Council,
I notice that OCC's Equalities Impact Assessment Dark Skies – Street Lighting Proposals identifies no impact, and no need for mitigations, against any group with protected characteristics. Or, indeed, any identified impacts or mitigations in relation to community impacts.

Please provide me with the supporting evidence that was used to make this assessment, by reference to Oxfordshire specifically. This might include existing evidence sources used, emails with stakeholders, etc, various earlier draft Equalities Impact versions with internal feedback.
In light of the named author of the report, I do not believe that any such evidence or correspondence would attract legal privilege. I am therefore looking for a fairly fulsome disclosure of relevant evidence. Because the policy has now been published, I assume the "safe space" refusal ground is also non applicable.
Please also confirm if you are unable to locate any supporting evidence.

I am writing to request an internal review of Oxfordshire County Council's handling of my FOI request 'Equalities Impact Assessment Dark Skies – Street Lighting Proposals'.
I am fully aware of the content of Annex two. I am also fully aware of what might reasonably be expected when undertaking an equity impact assessment. I made my FOI request precisely because I could not find any supporting evidence in the document pack that indicated on what evidential basis the dark skies equity impact assessment reached its conclusion that there would be no adverse impact on those with protected characteristics, or any mitigations required.
Where is the analysis of the evidence considred when considering the mpact of the proposals on persons by reference to their sex? By reference to age? Disability? To any other listed characteristics - including those that are legally protected? Annex two is, at best, a a crime impact report. It is, in no way, an indication that Oxfordshire County Council has taken heed of its public sector equality duty when preparing its equality impact assessment of this proposal.
The fact thar the proposal has since been withdrawn is immaterial to my request. The fact that it was proposed in the first place, in the state it was, is the precise reason I've made this FOI in the first place.
So, I ask again:
