Equalities data regarding East Oxford LTNs
Dear Oxfordshire County Council,
Ahead of the East Oxford LTN decision in October 2023, I am seeking specific equalities information which (on past form) has not been published by OCC in relation to this scheme. While I am happy to wait for publication of any materials listed below IF THEY ARE PUBLISHED as part of the decision making process, I am specifically asking for materials that are NOT likely to be published.
a) I am not aware of any past attempt by OCC to publish an evaluation of East Oxford LTN consultation responses (especially the post implementation consultation, before the ANPR one) by reference to respondents' protected characteristics. If such an analysis has been undertaken, which will NOT be published shortly, please provide it. I am happy to have any policy recommendations regarding the future of the East Oxford LTNs redacted: at this stage, I want to see the raw analysis, showing any variations by respondents by protected characteristics. I am particularly interested in variances in East Oxford LTN consultation response by reference to respondents' race, religion, age, disability and carer analysis undertaken.
2) I am not aware of any OCC discussions / analysis regarding the viability of granting blue badge access through LTNs (which was very apparent from the Cowley LTN decision). Please send me any non-legally privileged analysis undertaken by OCC, so far as it relates to the East Oxford LTNs. I am happy to have any policy recommendations redacted at this stage, so long as they will be published as part of the East Oxford LTN decision documentation.
3) I am not aware of any updates to the Equality and Climate Impact Assessment East Oxford Low Traffic Neighbourhood Proposal since 16 December 2021. Presumably, a new version will be published at the same time of the LTN recommendation. Please send me a) any intermediate updates to this document, drafted since 16 December 2021 but ahead of the (presumed) October 2023 update. You have done one...haven't you? If not, please confirm that you haven't.
4). If you haven't, I would like to be provided with any internal correspondence regarding ACTUAL equalities mitigations planned for the East Oxford LTNs (monitoring is not, in itself, a mitigation). Actual mitigations appear to be somewhat lacking from the 16 December 2021 East Oxford ECIA. Again, I do not need to know any policy recommendations at this time, if they are to be published in October - I am simply seeking to clarify whether (and what) equalities-related mitigations have even been discussed internally within OCC in relation to the East Oxford LTN scheme.

I am writing to request an internal review of Oxfordshire County Council's handling of my FOI request 'Equalities data regarding East Oxford LTNs'.
The request has been refused on the grounds that the publication of this data is still pending. My request was "If such an analysis has been undertaken, which will NOT be published shortly, please provide it. I
am happy to have any policy recommendations regarding the future of the East Oxford LTNs redacted: at this stage, I want to see the raw analysis, showing any variations by respondents by protected characteristics. I am particularly interested in variances in East Oxford LTN consultation response by reference to respondents' race, religion, age, disability, and carer analysis undertaken."
I therefore expect that every aspect of my request will be published as part of the East Oxford LTN report. If there are any aspects of my request that will not be published, please treat this as a request for internal appeal. You cannot refuse to disclose information that will not be published.
I am very surprised that there was no OCC information regarding the viability of granting blue badge access through LTNs (an issue that was very apparent from the Cowley LTN decision). Apparently, this was an issue that the council had been asked to investigate following the Cowley ANPR decision meeting. I therefore ask for an internal review on this issue - I expect materials should have been generated, and I want to be absolutely sure that they were not. I am happy to have any policy recommendations redacted at this stage, so long as they will be published as part of the East Oxford LTN decision documentation.
You have stated that you will not provide me with an updated copy of the Equality and Climate Impact Assessment East Oxford Low Traffic Neighbourhood because it an unfinished document that has yet to completed and is still in draft format. You appear to be confused by my request. I am not asking for the latest version, I am asking for any intermediate versions, produced between 16 December 2021 but ahead of the
(presumed) October 2023 update. Given that OCC is under a duty to treat equalities issue under review, I want to be absolutely certain that no intermediate versions of the impact assessment was produced after 16 December 2021. If there was, please treat this prior request as a request for an internal review. I want to see any intermediate document that was not scheduled to be published.
