I am writing regarding your request for information, which I received on
[date].  In that request, you asked us for the following:

 

'Please could you supply an extract from ePACT of the last 5 years of
prescribing data, grouped by dispenser, with the following columns: month,
dispenser code, bnf code, items, quantity, nic, actual cost, out of pocket
expenses Any machine-readable format would be sufficient - zipped CSV
preferred.'

 

I am writing to ask you to clarify your request.  This is because we need
further details from you in order to identify and locate the information.
Therefore I would be grateful if you would please note the following:

 

The team providing the data has found extracting the data from ePACT a
time consuming exercise.

 

So far, the team has spent 11 hours in trying to extract just one month's
worth of data. The team has suggested using our ePACT 2 system, from which
the information is more easily accessible.

 

Estimates for data extraction from ePACT2 (Data Warehouse):

1 additional hour. Calculating Actual Cost
1 Hour Quality Checking.
1 Hour Caveats
10 mins (plus 1h20m run time) Extract 1 month.

 

Based on the above estimate, 60 months' worth of data could not be
supplied within the 18 hour appropriate limit.

Therefore, I estimate that the cost of complying with your request would
exceed the non-central Government limit of £450. The limit has been
specified in [1]The Freedom of Information and Data Protection
(Appropriate Limit and Fees) Regulations 2004 and represents the estimated
cost of one person spending 18 hours in determining whether the NHSBSA
holds the information, and locating, retrieving and extracting the
information.  Under Section 12 of the Freedom of Information Act, the
NHSBSA is not obliged to comply with your request and I will not be
processing your request further as it currently stands.

 

In terms of time remaining 7 hours we might allow 5 for data extraction,
so we could potentially provide 30 months' worth of data.

 

Please confirm that you are happy to proceed with this request on that
basis.

 

Please note that if I do not receive appropriate clarification of your
information requirements within three months from the date of this letter,
then I will consider your request closed.

Thankyou for your response.

I wonder if my wording of the request has led you into an unnecessarily time-consuming task - if so, apologies to your team.

To clarify, my reference to ePACT was to indicate the domain of the data we're interested in. We don't actually require you to extract the data from ePACT, specifically. The same data could come from other, more convenient sources.

What we need is data that's essentially identical to the Practice Level Prescribing in England dataset [1], with one exception: the data should be grouped by dispenser rather than by practice.

To illustrate, if there were a SQL database underlying ePACT or ePACT2 which you could query using SQL (no doubt it is not as straightforward as this!), what we need would be the equivalent of the following:

SELECT
month, dispenser_code, bnf_code,
SUM(items), SUM(quantity),
SUM(nic), SUM(actual_cost),
SUM(out_of_pocket)
FROM
underlying_source_table
GROUP BY
month, dispenser_code, bnf_code

Could you please confirm which Actual Cost figure you require?

 

ePACT2 currently provides three versions:

 

·         Actual Cost                             - based on the current
month's National Average Discount Percentage (NADP) (this is the default
and easiest to do).

·         Actual Cost Previous             - based on the previous month's
NADP.

·         Actual Cost (old ePact)           - this version will match what
ePACT would have shown (also previous month’s NADP).

 

Please note that if I do not receive appropriate clarification of your 
information requirements within three months from the date of this
letter,  then I will consider your request closed.

I am writing regarding your request. Unfortunately the data requested is
incredibly large in size. The data extracted is almost 6GB in size. This
means that it is too large to e-mail and, unfortunately, too large for our
server to manage in terms of publishing the data. Therefore we are
currently unable to provide the data via either of these methods. The only
remaining viable option would be to send you the data via the post, on
DVDs. Please can you therefore provide me with an address to which these
can be posted?
