Dear Hungerford Town Council,

I would be grateful if you could provide an electronic copy of, or a link to, the Hungerford Town Council Environment & Planning meeting minutes dated Monday 12th March 2007 and 19th December 2007, plus the minutes of any other council meetings/working parties at which Sovereign Housing's plans to redevelop the Priory/Platt Court were discussed.

I would also be grateful if you would provide electronic copies of any reports provided to Hungerford Town Council and/or Councillors by or on behalf of Sovereign prior to submission of planning application 10/01928/FULEXT.

Dear Claire,

Many thanks for responding so quickly. The information supplied is extremely interesting, especially the letter from Sovereign promising to plant more trees along the border of the site backing on to the Priory Road gardens - a promise that as far as I can see has not made its way into the 'ageed' (with West Berkshire Council) planting scheme, any more than the revised plans for the development ever got published on the Sovereign web site!

However the information I am really after is the version of the development plans presented to Hungerford Town Council in 2008. A search on the Newbury Today website gives the date of this presentation as 24 November 2008 and the number of properties as 'more than 50 taking current constraints into account'.

I understand from the news article that Councillors were in favour of the proposals, but I would like the minutes to ascertain who those Councillors were, whether any of them still serve on HTC and whether they are perhaps unaware that the plans increased from 'over 50' to 74, which equates roughly to an extra floor on each block of flats, increasing the over 55's building to 3 storeys and the Extra Care building to 4 storeys. I am of course aware that those Councillors who voted in objection to the actual planning application 10/01928/fulext on the grounds of height, density and access and parking arrangements took on board the reality of the amended scheme.

I also believe that there may have been some previous discussion of Sovereign's plans for the Priory tied in with the work Arlene Kersley did in relation to Hungerford's Housing Needs survey and the selection of a rural exception site. The meeting dates I have identified are 26th March 2007, 21st May 2007, 12th November 2007 and 26th November 2007. Please could you therefore supply meeting minutes for these dates as they seem to no longer be available in the archived meeting minutes.

Finally, I think the meeting on 19th December 2007 was a 'special' meeting. It may therefore have been a full Council meeting rather than an E&P meeting. Please could you supply the minutes and any associated reports correspondence etc.

For further clarification, the 2008 presentation to Hungerford Town Council is also referred to in the Minutes of the meeting of the Full Council held on Monday 1st December 2008 at 7 pm in the Corn Exchange Complex, Hungerford.

E&P – Cllr Booth: E&P budget is agreed and submitted. The poorly-housed family at Coldharbour Road which Cllr Booth has been dealing with has now been offered more suitable accommodation. Congratulations to Jenny Booth for pursuing this matter. Cllr Harries reported on the presentation to the E&P meeting by Phil Just of Sovereign Housing, who are looking to redevelop the Priory and Platt Court and re-house their residents in more suitable and up-to-date accommodation. Fairfields will then be enhanced, and a large area at the rear of the properties could be turned over to allotments.

I am particularly interested in the presentation documents and any accompanying reports and correspondence and believe that this falls within the scope of my original request.

Finally, For the sake of completeness I would be grateful if you could publish your earlier response of 17th July on this web site, together with the internal review response when complete.

I have reproduced below an excerpt from the minutes of the E&P meeting of 26th November 2007 in which the special meeting is again discussed.

"The Committee discussed the next action to be taken and decided on advice (from Arlene of the CCB) that they ​should meet with any other interested Housing Associations at a special meeting on the 19th December. Arlene ​agreed to invite all relevant Associations, and Cllr Harries agreed to book the Town Hall for this date. Each ​Association would be given a time allocation – this allocation would be determined nearler the time (once it was ​known how many would attend)."

In any case my request, further clarification and request for an internal review is wider than the minutes of this one meeting. HTC has not in my opinion supplied all of the information requested, issued a valid refusal, or conducted an appropriate internal review within the required timescales. I shall therefore be referring the matter to the Information Commissioner, whose mission is "to uphold information rights in the public interest, promoting openness by public bodies and data privacy for individuals.".
