I note that Defra’s guidance to Natural England specifies the criteria Natural England must take account of in developing and issuing licences.
"This guidance outlines what is required in order for any cull of badgers to be effective, safe and humane." https://www.gov.uk/.../guidance-to-natur......
I note this guidance appears not to have been updated since 2011.

<<This guidance is given by the Secretary of State to Natural England under section 15(2) of the Natural Environment and Rural Communities Act 2006 (NERC), and represents the Secretary of State’s considered views, based on CURRENT SCIENTIFIC EVIDENCE, as to what is required in order for any cull of badgers to be effective, safe and humane>>

i) Please advise whether or not Natural England took into account the 2014 reports by the "Independent Expert Panel" when granting the Dorset badger cull license.

ii) Please provide details of all DEFRA guidance (along with dates of that guidance) which has been used by NE in making it's decision to grant the Dorset badger cull license.

iii) Please provide details of correspondence with any other bodies consulted in relation to the decision to grant the Dorset badger cull license.

iv) Please provide evidence documenting the monitoring of previous culls, along with any correspondence to DEFRA.

Thank you for your reply within "RFI 3110 Jones Response 25 Sept 2015.pdf".
In point 1, with reference to the "Best Practice Guidance", updated with recommendations from the IEP in August 2014.
1.1) Is this Best Practice Guidance available online?
1.2) It is not clear whether this guidance was followed in granting the Dorset license, as the pb13692 and pb13691 documents (to which you have embedded links), are both dated 2011.

With reference to point 2 (Please provide details of all DEFRA guidance, along with dates of that guidance)..
Again pb13691 and PB19692 are cited, but the links appear to be to the 2011 documents.
Was the Dorset license assessed and granted using information later than these documents?

Thank you for your request for further information in relation to RFI 3110
received on 1st October 2015.
 

 1. The [1]Best Practice Guidance is available online and a link should
have been provided in our initial response. The Guidance is not
designed for use by Natural England in granting control licences. It
provides clear direction to those licensed to carry out controlled
shooting of free-ranging badgers in the field to prevent the spread of
bovine TB in cattle. Natural England monitor compliance in relation to
this Guidance and the badger control licence conditions.

 

 2. The Government has not revised the [2]Guidance to Natural England in
relation to the granting of licences related to badger control, the
Dorset licence was granted in accordance with the criteria set out in
this Guidance.
