Many thanks for your prompt response.

As a further FOI/EIR request, can I ask when an updated version of the SHLAA is likely to be produced? I am particularly interested in the Triangle Field in Hungerford, which was apparently put forward for development' by mistake' by Cllr Alan Law and was due to be removed from the updated version.

Please could you provide the documentation instructing Planning to remove the Triangle Field from the SHLAA, and provide any further documents held regarding changes to the lease of the Field and/or transfer of ownership to Hungerford Town Council.

Not really an unusual response & due to requestor error in making a follow on request, when I received an unexpected answer to the first request. At a recent tribunal, a planning consultant acting on behalf of Hungerford Town Council assured the Tribunal that the Triangle Field had been removed from the 2014 SHLAA.

The wdtk system was showing the request response as overdue, when in fact there are 7 days left to run. I have notified the team at wdtk and apologise for messing up the system!

You have requested:

 

As a further FOI/EIR request, can I ask when an updated version of the
SHLAA  is likely to be produced? I am particularly interested in the
Triangle Field in Hungerford, which was apparently put forward for
development' by mistake' by Cllr Alan Law and was due to be removed from
the updated version.

 

The SHLAA is part of a requirement from Central Government to identify
where housing could be built across the district. It does not form part of
the development plan, and this is made clear in the introduction to the
SHLAA.  There are currently no plans to update it, as the current version
forms part of the background documentation supporting the Local Plan,
further details of which can be found here:

The Local Plan process is still going forward, and consequently the SHLAA
would not be updated until at least after the Local Plan has been
approved.

 

However, the SHLAA is a technical assessment of land where housing might
be located, and the inclusion of a site on the SHLAA does not presume the
site will be approved for housing, or used for such if approved. The
Housing Site Allocations DPD Preferred Options

of this document for Hungerford)  on which the Council has consulted
informally, and which will go forward for further formal consultation in
September, does not identify the Triangle Field as a preferred option
housing site, and in fact it was not even a shortlisted option in
Hungerford (see Appendix 3 of this document for shortlisted options).

 

Please could you provide the documentation instructing Planning to remove
the Triangle Field from the SHLAA, and provide any further documents held
regarding changes to the lease of the Field and/or transfer of ownership
to Hungerford Town Council.

 

It does not appear that such a document exists. When the SHLAA comes up
for refresh and review (possibly in 2017/18) the existing sites will be
reviewed and if the Triangle Field is submitted for inclusion in the SHLAA
by any party the Council must include it in the document. Since it was
omitted from the shortlist of sites in the Housing Sites Allocation DPD,
it is apparent it was not considered suitable at this stage of the current
process.  

I have provided a copy of the Transfer document which transfers the Field
to Hungerford Town Council.

This is correct.

This is the only signed version of the land transfer document. The transfer was signed on 30 April 2015 by the Town Council’s authorised signatories, but was completed on 21 May 2015.
