Environmental Damage To Flood Defence Wall, Cuba Street E14.
Dear UK Power Networks (Operations) Limited,
I wish to seek information under EIR 2004.
In October 2022 UKPN or your contractors were working with permit number EC40059920599. The last two digits also could be 33 or 39, as they were difficult to read.
The work involved was laying a significant electrical supply from a substation located in Anchorage Point to a new GRP cabinet located on top of the river wall/flood defence at West India Pier.
Can UKPN confirm that this is a high voltage installation with a 1.5MW capacity? Or advise what the voltage and capacity is?
A section of roadway, pavement and river wall was dug up/demolished to lay the cable.
Tower Hamlets advise that they are not the owners of the Thames Path at this location, or of the river wall/flood defence.
Can UKPN advise which landowners permission was sought to dig up the Thames Path and river wall/flood defence?
The owners of West India Pier - Sunset Moorings - have advised that they do not own the river wall/flood defence.
It would appear that environmental damage has occurred to the Thames Path and river wall, which now has a GRP cabinet located in a dangerous position.
The Environment Agency would also like to know who owns the river wall/flood defence as there is no record with the Land Registry.

Dear Mr Stott,
A section of Cuba Street was dug up to lay a cable to an electrical cabinet which has been illegally placed on the river wall/flood defence, as no planning permission was consented for the cabinet. The LPA has deemed that planning permission is required. Subsequently the LPA have issued an Enforcement Notice to remove the cabinet.
The LPA has also advised that they have no responsibility for the Thames Path under which the cable has been laid. Their responsibility only accounts for the tarmac'd section of Cuba Street, which means around a 3 or 4 meter is not the responsibility of, or owned by the LPA.
The council permit only allows UKPN to dig up land owned by the LPA.
I am a local resident concerned that UKPN have laid a cable under the Thames Path without seeking consent from the landowner. UKPN actions have contributed to the illegal activity of whoever installed the electrical cabinet.
The Thames Path and river wall either side of Cuba Street are owned and the responsibility of the adjacent respective residential developments.
The Director of Sunset Moorings, Mr Robert Dwan, the owners of West India Pier, has previously confirmed that they do not own the river wall/flood defence.
On whose authority did UKPN dig up the Thames Path at the end of Cuba Street?

My colleague Mark is on annual leave so this correspondence has been picked up in his absence.
With regard to your enquiry 'On whose authority did UKPN dig up the Thames Path at the end of Cuba Street?' the following information has been provided by our Lead Field Engineer: As we [UK Power Networks] did not undertake that part of the work, we did not need to seek permission. All UKPN works was in the public domain under the control of Tower Hamlets.
With reference to your enquiry that the Environment Agency would also like to know who owns the river wall/flood defence it is expected that the legal Team within the Environment Agency will carry out their own investigation to establish these facts.
