Ensuring 5G masts and school environments comply with ICNIRP Public Exposure Guidelines

1. What test measures are Leeds City Council Environmental Health and/or Public Health Services employing to ensure that 5G masts (whether requiring planning permission or not) comply with the current International Commission on Non-ionizing Radiation Protection (ICNRP) Public Exposure Guidelines.
2. What measures is Leeds City Council employing in schools to test and ensure that pupils are not exposed to WiFi, microwave and other forms of electromagnetic fields that exceed the current International Commission on Non-ionizing Radiation Protection (ICNRP) Exposure Guidelines for children as measured in V/m and power density in μW/m2 and the safe time limit of exposure.

I refer to your request to the council received on 05/09/2022 for answers
to the following questions:

We will respond to your request in accordance with the Environmental
Information Regulations 2004, within 20 working days, from the day after
your request was received. We will therefore aim to respond to your
request by 03/10/2022.

Re: Environmental Information Regulations Request - 5G Masts
I refer to your correspondence to the council and your request for the
following:
1. What test measures are Leeds City Council Environmental Health and/or
Public Health Services employing to ensure that 5G masts (whether
requiring planning permission or not) comply with the current
International Commission on Non-ionizing Radiation Protection (ICNRP)
Public Exposure Guidelines.
2. What measures is Leeds City Council employing in schools to test and

electromagnetic fields that exceed the current International Commission on
Non-ionizing Radiation Protection (ICNRP) Exposure Guidelines for children

exposure.
I can advise that the Council does not hold information in respect of the
above as we are not responsible for compliance with these guidelines.
I trust that this response is satisfactory. Under Regulation 11, however,
you are entitled to make representations to us if it appears that we have
failed to comply with a requirement of the Regulations in relation to your
request. Representations must be made to us no later than 40 working days
after the date you believe we failed to comply with such a requirement.
We will then consider your representations and supporting evidence and
decide if we have complied, notifying you of our decision as soon as
possible, and no later than 40 working days after the date of receipt of
your representations.
Under Regulation 18, you are then entitled to apply to the Information
Commissioner for a decision as to whether, in any specified respect, your
request has not been dealt with in accordance with parts 2 and 3 of the
Regulations.

Where 5G masts or relays are on council owned land or on/in council owned buildings, you have a duty of care to ensure that they are not causing harm. There is a huge amount of scientific evidence that indicate 5G (and other sources of emf radiation) is in fact harmful to human health and to other natural organisms.
Please review the resources of the British charity Electro-Sensitivity UK before claiming that you have no responsibility.

Thank you for your below email. To advise, however, the Freedom of
Information Act and Environmental Information Regulations are only
concerned with information that is held by the authority. As such, I am
unable to accept this matter as an internal review of your request, as
your concerns do not relate to whether the Council does hold information,
but rather your view that the Council should be responsible for health and
safety matters concerning 5G masts (etc).
