Apologies for the delay in the second part of your response.

I have attached two further pieces of internal correspondence as part of your FOI request:

Please note the points raised by staff in item 26 RE Marble Hill Updates comments on development review proposals_Redacted were addressed prior to the second round decision being taken.

Personal information of staff, such as contact details, have been removed under section 40 of the Freedom of Information Act.

Six emails have been withheld under section 36: prejudice to the effective conduct of public affairs.

These six emails are to do with the handling of two complaints received by HLF in relation to this project.

Under section 36 we are required to undertake a public interest test to determine whether it is in the best interests of the public for this information to be released:

Factors in favour of disclosure
• It is acknowledged that disclosing the information requested would enhance transparency and accountability in HLF’s activities as a distributor of public money.
• As a publicly funded organisation, the public has a legitimate interest in HLF’s activities and disclosure would increase public awareness about the work of HLF and its grantees.
Factors against disclosure
• HLF needs to be able to have free and frank discussions to be able to be an effective public body and to reach the right decisions and conclusions surrounding often sensitive issues.
• It is necessary that we are able to freely discuss different options when dealing with complaints to give the complainant and grantee a decent and fair service.
• HLF is required to ensure that their complaint procedures are robust, fair, impartial, and not subject to undue influence. It is not in the public interest for these processes to be compromised.

Conclusion:
We believe that it is not in the public interest for these six emails to be released as it would affect our ability to be a fair and robust funder and would jeopardise the complaints procedure.
