Dear University of Oxford,

This correspondence constitutes a request for information under the Freedom of Information Act 2000, under which you are deemed a "Public Body". The I.C.O. has confirmed that the act allows electronic mail addresses to suffice for an address under the terms of the act: please respond to this request for information by email. Substantive requests for information are formulated as numbered questions posed in the following form: (n) Question [notes].

This request concerns admissions to study "Engineering" at the "undergraduate" level. All requests refer to the 2018 UCAS cycle unless otherwise stated.

(1) Please release admissions data held in relation to the aforesaid topic in the form of a tab on a spreadsheet. This spreadsheet should contain data relating to each applicant's "GCSE" results and corresponding subjects, viz. Unique ID (Column) Subject (Column) Grade (Column) "CGCSE" score, if available. [Should your organization seek to deploy a S(2) 40 exemption, please note that I am happy for the information to be anonymised so long as the randomised ID numbers are standardized across the tabs to allow for a cross-comparison of applicants.]

(2) Please release admissions data held in relation to the aforesaid topic in the form of a tab on a spreadsheet. This spreadsheet should contain data relating to each applicant's PAT score, and, IF AVAILABLE, interview score, viz. Unique ID (Column) PAT Score (Column) Interview Score if available. [Should your organization seek to deploy a S(2) 40 exemption, please note that I am happy for the information to be anonymised so long as the randomised ID numbers are standardized across the tabs to allow for a cross-comparison of applicants.]

(3) Please release admissions data held in relation to the aforesaid topic in the form of a tab on a spreadsheet. This spreadsheet should contain data relating to each applicants' school type (independent, maintained: selective, maintained: nonselective), viz. Unique ID (Column) School Type (Column). [Should your organization seek to deploy a S(2) 40 exemption, please note that I am happy for the information to be anonymised so long as the randomised ID numbers are standardized across the tabs to allow for a cross-comparison of applicants.]

(4) Please release the 2017 PAT paper and mark scheme, as well as marks per paper per applicant using the above scheme of anonymising data. [Should you wish to deploy an S(2)22 exemption for the first part of the question, please provide the intended date of publication used in the statutory public interest test.]

Please respond within the statutory timeframe, allowing for public holidays. As this request is broken into multiple questions, should your organization wish to clarify any part, please consider the remaining parts as requests within their own right and, thus, subject to the initial statutory time period.

I write to acknowledge receipt of your request.

With regards to questions (1), (2) and (3): you have asked for the ID numbers to be "standardized across the tabs to allow for a cross-comparison of applicants." We would not be willing to do this, as we consider that it would allow those with some prior knowledge, for example, a pupil from the same class, to identify individuals and to learn new information about those individuals. Given that the information is for a single subject and year, an individual could be identified through a combination of their GSCE subjects and corresponding results; as well as school type. It would then be possible to obtain their PAT score and interview score. To prevent such a breach of the Data Protection Act, we would use randomised, non-standard ID numbers on each tab. In so doing we would be applying the exemption in section 40(2) of the Freedom of Information Act (FOIA). Please advise whether you wish us to provide the information on this basis.

With regards to question (4): We shall send you a substantive response no later than the statutory deadline of 8 February 2018.

With respect to question (4): The amendment made to questions (1), (2) and
(3) should also be applied to the latter part of question (4) “marks per
paper per applicant using the above scheme of anonymising data”. To
prevent a breach of the Data Protection Act we would also use randomised,
non-standard ID numbers for this information, as per the amendment to
questions (1), (2) and (3). In so doing we would be applying the exemption
in section 40(2) of the Freedom of Information Act (FOIA). Please advise
whether you wish us to provide the information on this basis.
