Enforcment Positions or other agreements not to proscute

Dear Environment Agency,
In certain circumstances the Agency agree an "Enforcement Position" or make other arrangements to enable a landowner to treat flytipped wastes on land prior to clearance of a site and disposal at a suitably permitted facility. I am thinking particularly of examples where baled wastes have been tipped in warehouses or farmers fields.

I am seeking to find out how many such Enforcement Positions or other similar agreements have been made with landowners which enable them to operate waste treatment on land without an Environmental Permit in the last 5 years. If you could break this down by year that would be helpful.

Dear Enquiries, Unit,
The links, of which I was aware, do not answer the question. The key section in my question was "enable a landowner to TREAT flytipped wastes".

This is why an enforcement position or other agreements are occasionally made to enable a landowner to carry out an activity that would otherwise require a permit. It is these agreements that I am trying to find out more about.
