Enforcement - P&D; Mollison Way; 20 min grace; time to display
Dear Harrow Borough Council,
I would like to know how many PCN's relating to contravention 06 " Parked without clearly displaying a valid pay & display ticket or voucher" have been issued at Mollison Way HA8 in the calendar year 2016?

If you are able to, also how much revenue has been raised in that time?

Also if there have been many successful appeals against their issuance?

Would it be possible to include the figures on a monthly basis?

What is the Council's policy relating to P&D enforcement in particular the time allowed for a person from obtaining a ticket from a machine and getting back to their car and displaying it?

Finally please provide the process map of enforcing on P&D areas where there is a grace period of 20 minutes such a Mollison Way. What is the process that an Enforcement Officer has to follow before issuing a PCN stating clearly the time allowed from obtaining a ticket from a machine and getting back to their car and displaying it? Please ensure that you clearly state the enforcement officer's observation time required in relation to the Council's policy.
