Do Enforcement Officers employed by Kingdom on behalf of Bedford Council follow a code of conduct?

If so, what is the code of conduct?

Is there a job description for Enforcement Officers employed by Kingdom on behalf of Bedford Council?

If so, what is the job description?

What are the salary scales and benefits, etc, of Enforcement Officers employed by Kingdom on behalf of Bedford Council?

As a private company, does Kingdom reveal to the council, any statistics regarding complaints made by members of the public regarding the Enforcement Officers in Bedford Town Centre? In particular their behaviour and demeanour?

If so, are these statistics available?

Are the Enforcement Officers employed by Kingdom on behalf of Bedford Council given formal training?

If so, what does the training programme consist of?

Do the Enforcement Officers employed by Kingdom on behalf of Bedford Council wear uniforms that have the words "Bedford Borough Council" on them?

I refer to your recent enquiry for information held by the Council under
the provisions of the Freedom of Information Act 2000 concerning Kingdom
Services Group. Under the provisions of the Freedom of Information Act,
the authority must state whether or not the information exists and I can
confirm that we do hold the information you requested which has been
answered below.

Do Enforcement Officers employed by Kingdom on behalf of Bedford Council
follow a code of conduct?
Yes.

 

If so, what is the code of conduct?
To ensure that all officers provided are of good character, polite, have a
good standard of spoken English, and confident with proven experience of
dealing with members of the public.

 

Is there a job description for Enforcement Officers employed by Kingdom on
behalf of Bedford Council?
This is not information the Council holds.

 

If so, what is the job description?
Not applicable.

 

What are the salary scales and benefits, etc, of Enforcement Officers
employed by Kingdom on behalf of Bedford Council?
These are not Council employees so we do not hold this information

 

As a private company, does Kingdom reveal to the council, any statistics
regarding complaints made by members of the public regarding the
Enforcement Officers in Bedford Town Centre? In particular their behaviour
and demeanour?
Complaints about officer conduct are directed to the Council.

 

If so, are these statistics available?
In relation to the complaints made to the Council, since the contract
began, the Council has considered 16 complaints that relate to Kingdom
Enforcement.  

 

Are the Enforcement Officers employed by Kingdom on behalf of Bedford
Council given formal training?
Yes – we require Kingdom to provide fully trained personnel and fully
vetted to Disclosure & Barring Services (DBS) standard.

 

If so, what does the training programme consist of?
To ensure that all officers provided are of good character, polite, have a
good standard of spoken English.  The officers will be fully trained in
the techniques for issuing FPNs for environmental offences, including the
use of PACE notebooks, evidence gathering, completing section 9 witness
statements, giving evidence in court and conflict management.

 

Do the Enforcement Officers employed by Kingdom on behalf of Bedford
Council wear uniforms that have the words "Bedford Borough Council" on
them?
Yes.

 

If so, are the Enforcement Officers representing Council employees?
The Enforcement Officers supplied by our contractor are representing the
Council in their role. 

 

By law, what information must you give to an Enforcement Officer employed
by Kingdom on behalf of the Council if they request it?
The Council does not hold the information requested as this relates to UK
legislation.

 

By law, do you have to accept a Fixed Penalty Notice issued by Enforcement
Officers employed by Kingdom on behalf of the Council?
The Council does not hold the information requested as this relates to UK
legislation.

 

Is it the intention of Bedford Council to extend any contract with Kingdom
Services?
