Re: Freedom of Information Act Request ref: LBH/12188022
Thank you for your request for information received on 23 February 2022,
in which you asked for the following:
A copy of the HMO register.
My response is as follows:
A copy of the HMO register is attached. This is a list of all licensed
HMOs including section 257 HMOs. This is the only information we can
provide you with. You will see in the attached that there are two tabs,
both contain the same information but are taken from two different
databases which do not present the register in the same format. They have
been separated for ease of viewing.
If you are unhappy with how we have responded to your request you can ask
us to conduct an Internal Review. If so, please contact the [1]Corporate
Feedback Team. (Please note you should do so within two months of this
response.)

Re: Freedom of Information Act Request ref: LBH/12188022
Thank you for your request for information received on 23 February 2022,

this there appears to have been a mix up with the logging of the FOI
attachment.

conditions in private rented homes?

10. How many prosecutions did the council pursue for offences relating to

My response is as follows:
Please note the following information is for the financial year 2020-21.
Our inspection/enforcement programme was heavily hindered by Lockdown and
the other implemented Covid -19 restrictions. A lot of our requests for
our services were not necessarily from tenants themselves but residents
being affected by privately rented property a result of residents being in
lockdown. Our service requests are triaged and will be actioned
accordingly based on whether the complaint requires council intervention,
complaint type and risk posed. Almost all our request for service during
this period were followed up remotely without inspection in person ( photo
and video evidence was used) and with the view that landlords would be
limited to the action they may also be able to take due to Covid-19
restrictions. Most cases were resolved informally as a result. :
1. How many service requests did the council receive that related to
conditions in private rented homes?
793 – This includes all types of service request and may include property
that ended up not being privately rented on investigation but was followed
up with the owner occupier either way.
2. How many inspections of private rented homes did the council
carry out a) in response to service requests and b) as part of licensing
enforcement?
I cannot answer this question in the format that it has
been asked with regards to if an inspection had been undertaken as only
inspection undertaken under sec 239 are formally recorded.
I also cannot provide a figure of how many inspection were undertaken as
part of HMO licensing enforcement in relation to service requests as again
we do not record our inspections in that way.
3. In how many private rented homes did the council find Category 1
Hazards during inspections?
Inspections under sec 239 of Housing Act 2004 were undertaken at 2
properties.
None had cat 1 hazards identified
This does not include properties that fall within HMO licensing.
4. How many a) Improvement Notices b) Prohibition Orders and c)
Emergency Remedial Action Notices did the council issue in relation to
private rented homes?
a) 0
b) 0
c) 0
5. How many successful prosecutions of private landlords or agents
for offences relating to rented housing did the council carry out?
None
6. How many a) notices of intent and b) final notices relating to
civil penalties for housing offences did the council impose?
None
7. How many Rent Repayment Orders did the council a) successfully
apply for and b) assist an occupier to apply for?
None
8. How many allegations did the council record of offences under the
Protection from Eviction Act 1977?
Private Sector Housing Team does not hold this data
9. How many enforcement notices did the council serve relating to
Minimum Energy Efficiency Standards?
None
10. How many prosecutions did the council pursue for offences relating to
a) mandatory licensing of HMOs and b) discretionary licensing of houses?
None

us to conduct an Internal Review. If so, please contact the [2]Corporate
