I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contracts below please.

The details required are:

Q1. Your current suppliers used to collect the following debts (please give names of all suppliers for each debt type):

• Parking Fines (PCNs)
• Council Tax
• Business Rates (NDR)

Q2. Number of cases issued to enforcement agents for each debt type, for the immediate past two financial years and year to date, e.g. 2021/22; 2022/23; 2023 Year to date:

• Parking Fines (PCNs)
• Council Tax
• Business Rates (NDR)

Q3. Enforcement/Debt Collection contract start and contract end date, and any contract extension dates for each of the following debt types:

Q4. Are your Revenues and Benefits or Parking Services outsourced, and if they are, please state who is the supplier responsible for each or both service e.g. Capita, APCOA, Agilysis, Serco, Liberata etc.

Good morning,

I apologise for the delay in getting this response sent out to you. Answers to your questions for CTAX and NNDR:

1. Jacobs bailiffs for both council tax and business rates (was Rundles bailiffs previously)

3. This process was completed in February this year with a contractual start date officially declared as the 26th March 2024, for 2 years with an option for 1+1 years extension. This was for the CTAX and NNDR enforcement contracts.

4. CTAX and NNDR aren't contracted out and are dealt with in-house.

5. Greg Osborne is the senior person responsible for the appointment of Jacobs and followed the G-Cloud 13 framework, sent out invites to tender, held face to face appointments for presentations and awarded on the strength of a 3 person matrix.
