Dear Mr Elibank,

Please find attached a response which clarifies why the Ministry of
Justice (MoJ) has been unable to process your request because
clarification of your request is required. I hope this helps.

Please do not hesitate to contact me if you wish to discuss how we can
progress your request, or if you have any further queries about the

Dear Mr Pencil,

REF: 69954

Thank you for your (eventual) response. You have now explained precisely what needs clarifying; your previous request for clarification did not, so how was I supposed to know what you found unclear? Section 16 of the Act required you to have done this from the outset, incidentally, so you were in violation of that.

Meanwhile, I now clarify my request as follows: I am interested in all current guidance specifically concerned with enforcement and enforcement working practices issued to the officers mentioned; as in, if I became a High Court Enforcement Officer tomorrow, what would appear in the information pack I'd receive?

I look forward to receiving this material from you within 20 working days of today.

Steve Elibank

Steve Elibank

Dear Pencil, Carl,

REF: 69954

I provided clarification to my *already very clear* request on April 18th. You have still not provided any sort of response at all. If I do not hear from you by 3pm on Tuesday, I will be lodging a complaint with the Information Commissioner.

Steve Elibank

Steve Elibank

Dear Mr Pencil,

REF: 69954

Your response to my FOI request should have been sent by April 10th. It wasn't, nor was it sent by May 10th, nor is it here yet.

I am now complaining to the ICO, and I will be sending copies of my complaint to my MP and to the press, along with copies of your messages including your name.

Steve Elibank

Sharples, Christine \(MoJ\),

Mr Elibank

I have been passed your request for disclosure of documents by the Freedom
of Information team. May I, in the first instance, apologies for the
missed deadline, which has been caused by a member of my team being away
from the office.

It has not proved possible to provide an electronic copy of the guidance
you have requested but I can supply a hard copy. Could I therefore ask you
to let me have your address and I will post the document to you by return

Thank you for your patience

Steve Elibank

Dear Ms Sharples,

It is completely unacceptable that I have made a request, had it pointlessly strung out for over a month longer than necessary, then received a late response, only to find that Her Majesty's Courts Service is unable to provide the information in the format I specified.

Section 11 of the Freedom of Information Act requires you to adhere to my preference so long as that is "reasonably practicable." I am assuming that there is at least one scanner in your office. So how is it not practicable?

I have withdrawn my ICO complaint for the present, but will be re-submitting it if I do not receive a very prompt response to this message.

Steve Elibank

Sharples, Christine \(MoJ\),

Mr Elibank

I have now made arrangements for the 70 page document to be scanned to
enable it to be sent to you electronically. I am hopeful it will be with
you tomorrow or by Tuesday at the latest

I trust this is acceptable

Steve Elibank

Dear Ms Sharples,

This is absolutely absurd. On 1 June you said that I would receive the information I requested "tomorrow" – although it was legally due on 10 April!

If I do not receive the document by 3pm today, I will immediately lodge a complaint with the ICO.

Get your act together.

with the first first part of the Operational Guidance Manual. As
previously indicated, because of the size of the scanned document, it will

let me have an address to send it to you

I apologies once again for the late delivery of this document
