Re: Environmental Information Regulations Request. 

I refer to your correspondence to the council and your request for the
following:

1. Was your organisation successful in receiving grants under the
government Public Sector Decarbonisation Scheme (PSDS) (Phases 1, 2, 3a or
3b) or Low Carbon Skills Fund (LCSF)?

We received grants for Phases 1 and 3a. We also applied for grant under
phase 3b and are awaiting confirmation. We have not received funding via
the Low Carbon Skills Fund.

2. Please provide approximate amounts granted and which round of PSDS /
LCSF they were received under

PSDS Phase 1 - £25.2m

PSDS Phase 3a - £4.3m

3. How were the works procured (or planned if funding was only recently
awarded) ? 1. Via a framework (if so which frameworks) 2. Via a specific
tender(s) 3. Another means (please describe)

The main works and how they have been procured are:

- District Heating connections - awarded to Vital Energi under the
existing contract between Vital and the council.

- Heat pumps and associated works awarded to Cenergist via direct award
under the Procurement for Housing Framework.

- LED lighting - delivered by the council’s Internal Service Provider,
Leeds Building Services.

- Building Management systems (for four city centre sites only) direct
award via waiver decision to Linear Controls.

- Solar PV - Schools work across all phases has been direct awarded to
Solar for Schools.

 - Work at corporate sites:

- Phase 1 - Awarded to Engie Regeneration (now Equans Regeneration) via
the council’s Better Homes Yorkshire Framework.

- Phase 3a and 3b - Delivered by Cenergist under the same contract awarded
under Procurement for Housing framework referenced above.

4. Please list the names of the main contractors used to deliver works
completed using the PSDS/LCSF funding.

Cenergist Engie Regeneration (now Equans Regeneration) Solar for Schools
Leeds Building Services (Internally).

I trust that this response is satisfactory. Under Regulation 11, however,
you are entitled to make representations to us if it appears that we have
failed to comply with a requirement of the Regulations in relation to your
request. Representations must be made to us no later than 40 working days
after the date you believe we failed to comply with such a requirement. 

We will then consider your representations and supporting evidence and
decide if we have complied, notifying you of our decision as soon as
possible, and no later than 40 working days after the date of receipt of
your representations. 

Under Regulation 18, you are then entitled to apply to the Information
Commissioner for a decision as to whether, in any specified respect, your
request has not been dealt with in accordance with parts 2 and 3 of the
Regulations.
