Energy Rating for Other Council Buildings

Dear Horsham District Council,
You responded to my request 4329 and provided a schedule of EPC and DEC energy ratings for properties owned by Horsham District Council, thank you.
However it appears that the Council's own Property & Facilities team are promoting a different value of DEC for The Drill Hall, Denne Road Horsham. Can you please explain the discrepancy and provide a copy of the certificate to confirm the certified Assessment.
Your schedule does not include Parkside, Park House, Rookwood Golf Buildings, nor the Old Town Hall, where Horsham District Council either occupies or owns. Can you tell me the EPC and DEC for those are please.

Further to our acknowledgement we can now respond to your request for
information dated 07/04/2020.

 

We have dealt with your request in accordance with our ‘duty to make
available environmental information on request’ under part 2 (5)
Environmental Information Regulations 2004 (EIRs), which entitles you to
be provided with a copy of any information ‘held’ by a public authority.
The requested information relates to property and therefore is
environmental within the meaning of Regulation 2(1) of the EIRs.

 

Please note that under part 3 of the EIRs a public authority may refuse to
disclose environmental information if an exception under Regulation 12 (4)
or 12 (5) applies  and in all the circumstances of the case the public
interest in maintaining the exception outweighs the public interest in
disclosing the information.

Our response is as follows:

 

 

With regards to Parkside as we’re not the owner it’s not our
responsibility to ensure MEES compliance, so we don’t keep a record of
this building’s EPC.  It is available on the internet under the
Non-Domestic EPC register.

 

As a listed building, Park House is exempt from needing an EPC.

 

The Drill Hall’s published EPC is a score based upon the average of the
whole building.  We did commission a draft EPC to focus just on the Hall
area which found that this part of the building is very inefficient.  The
rest of the building is able to bring the overall score up hence the
discrepancy. 

 

With regards to the other buildings identified we don’t have one on
record.  As these properties have long leases, and an EPC is only required
upon the singing of a new lease at it currently stands, we won’t be
looking at creating a new EPC until the leases for these buildings are up
for renewal.

 

 

If you wish to re-use the information supplied for any purpose other than

to the relevant department of the Council or author of the material
concerned.
