Energy Contracts Awarded to Gazprom under Gwynedd Dynamic Purchasing System

We're waiting for Jason Roberts to read a recent response and update the status.

Dear Gwynedd Council,

I am aware that Gwynedd Council operate a Dynamic Purchasing System which has Gazprom Energy as an approved supplier of gas. In light of the events in Ukraine, please confirm:

1) How many contracts have been awarded to Gazprom under the DPS?
2) What income is Gwynedd Council contracted and / or expected to receive from contracts let under the DPS to Gazprom?
3) What income is the sole appointed framework procurement agent, Beond Group, contracted and / or expected to receive from contracts let under the DPS to Gazprom?
4) As the framework operator, did Gwynedd Council review Gazprom’s application to join the DPS in full and approve the application before they gained a place on the DPS?
5) As the framework operator, what support has Gwynedd Council provided directly to any public sector bodies who have awarded contracts to Gazprom under the DPS?
6) What procurement process did Gwynedd Council utilised to appoint Beond Group as the sole appointed framework procurement agent? Please supply copies of OJEU or equivalent tender notices and award notices.

Thank you for your recent request. Please see below for the information
requested:

 

1)         How many contracts have been awarded to Gazprom under the DPS?

 

3 energy supply contracts have been awarded to Gazprom since the DPS was
launched but none since the troubles started in Ukraine

 

2)         What income is Gwynedd Council contracted and / or expected to
receive from contracts let under the DPS to Gazprom?

 

                 Gwynedd Council has a total of £81 (excluding VAT) of
income due from contracts placed under the DPS with Gazprom. Gwynedd
Council will not be collecting this income.

 

3)         What income is the sole appointed framework procurement agent,
Beond Group, contracted and / or expected to receive from contracts let
under the DPS to Gazprom?

 

                 Beond Group has a total of £326 (excluding VAT) of income
due from contracts placed under the DPS with Gazprom. Gwynedd Council is
not aware whether Beond Group will be collecting this income.

 

4)         As the framework operator, did Gwynedd Council review Gazprom’s
application to join the DPS in full and approve the application before
they gained a place on the DPS?

 

                 Yes

 

5)         As the framework operator, what support has Gwynedd Council
provided directly to any public sector bodies who have awarded contracts
to Gazprom under the DPS?

 

Gwynedd Council support all contracting authorities in the same way
irrelevant of which panel member is awarded the supply contracts. Support
includes guidance on the access agreement terms and conditions,
discussions on energy price risk management strategies that Gwynedd
Council has deployed ourselves. The appointed procurement  agent would
provide additional support issue resolution, query management and other
energy contract management related support services.

 

6)         What procurement process did Gwynedd Council utilised to
appoint Beond Group as the sole appointed framework procurement agent? 
Please supply copies of OJEU or equivalent tender notices and award
notices.

 

Beond Group Ltd were appointed as the sole agents for Gwynedd Council to
evalute energy supplier offers called off our OJEU DPS no 2020/S
042-100521 using their unique energy tendering evaluation software. PCR15
promotes the use of proven reverse auction technology for tendering and
the DPS is required for tenders to be transparent and fully electronic, so
this provided a strategic fit.

Because Beond’s software is totally unique and we do not pay Beond we did
not need to run a competitive tender to select them as an agent.

The OJEU DPS award that advertised Beond Group as our sole agent for this
specific purpose can be found on TED.
