There is a national register of metering points.
I believe that Department for Business, Energy and Industrial Strategy uses or requests information from the national register of metering points for strategic planning purposes.
I understand there are currently over 3.5 million Economy 7 meters in England:
The following indicates there are currently over 21 million traditional meters across Great Britain:
Metering points are identified by their Metering Point Administration Number, also known as MPAN, Supply Number or S-Number.
The first 8 digits of the MPAN form supplementary data about characteristics of the supply.
The MPAN begins 01 for Non Half-hourly Meters with only a single rate register.
The MPAN begins 02 for Economy 7 Non Half-hourly Meters, as these meters have 2 registers, one register for day/peak consumption, and a second register for night/off-peak consumption.
The final 13 digits of the MPAN forms the core, uniquely identifying the supply.
The first 2 digits of the MPAN core identifies the distribution network operator (DNO), the DNO is responsible for supply from the National Grid to the supply address (known as the power network exit point). There may be multiple meters at the exit point, although often there is not.
The national register holds the following details about each metering point:
288 - Energisation Status - whether or not the supply is active
290 - Meter details:

Manufacturers Make & Type - meter model code
Meter Asset Provider - who owns the metering equipment
Meter Type - N Non-Half Hourly

N Not known at time of appointment or request for meter installation
R Remote reading

I write to request a breakdown of energised MPANs beginning 02 showing a count of MPANs for each certification year from 1980 to 2017, for example:
Year of certification - Count of energised MPANs beginning 02
1980 - 50000
1981 - 92000
1982 - 89000
1983 - 71000
2015 - 59000
2016 - 57000
2017 - 10000
As there may be more than one meter for each MPAN the count need only consider the first meter listed under each MPAN. A breakdown for England only would be acceptable.
