Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of University of Cambridge's handling of my FOI request 'Endowment fund'.

My request was: "please provide me with a list of companies or financial products the University currently invests in through its endowment funds, along with the amount invested in each, as an Excel spreadsheet."

The request was refused as follows:
"The remainder of the information you have requested, while held, is exempt information under sections 41(1) and 43(1) and 43(2) of the Act on the grounds that its disclosure would constitute an actionable breach of confidence and/or it constitutes a trade secret and/or its disclosure would be likely to prejudice the commercial interests of the University and/or its fund managers and/or the funds/companies in which it invests."
And I was diverted to your annual reporting, which does not include the information requested.

I do not accept that an exemption is appropriate and suggest that it is strongly in the public interest for public institutions to display transparency about their finances. In fact it is vital in order to show their integrity and responsibility in this matter. This has been recognised by fellow universities all of whom responded to my request for the same information by providing it in full:

University of Reading
University of St. Andrews
University College London
I am able to provide details of their responses if needed.
