Ending tax credit awards
Dear HM Revenue and Customs,
Managed migration involves the issuing of migration notices to tax credit claimants and other legacy benefit claimants. The migration notice provides a deadline for the claimant to make a claim for universal credit, the deadline may be extended.
If a tax credit claimant (if single claim) or both tax credit claimants (if couple claim) make a claim by their deadline day (whether extended or not) then DWP issue HMRC with a migration stop notice so that HMRC can immediately stop tax credits for the claimant(s).
If a tax credit claimant (if single claim) or both tax credit claimants (if couple claim) do not make a claim by their deadline day (whether extended or not) then DWP issue HMRC with a termination stop notice so that HMRC can immediately stop tax credits for the claimant(s) from their deadline day.
Please provide the following figures for the past year or, alternatively, the most recent reporting period in respect of which data is available.
1. In respect of how many working tax credit claims have HMRC received:
a. a migration stop notice;
b. a termination stop notice
2. In respect of how many child tax credit claims have HMRC received:
a. a migration stop notice;
b. a termination stop notice

I am writing to request an internal review of HM Revenue and Customs's handling of my FOI request 'Ending tax credit awards'.
HMRC administer tax credits. HMRC are responsible for ending awards of tax credits on receipt of either a migration stop notice or a termination stop notice. It is unlikely that HMRC does not know how many awards they have ended in this way.

Complaint withdrawn. HMRC acknowledge that they hold the building blocks to provide a response, but state that they would be unable to provide the response within the limit.
It is unclear why HMRC are not, in partnership with DWP, using this information to analyse the high non-claim rate for managed migration. The data identified here could be combined with information from tax credits awards to identify whether claimants with particular characteristics (e.g. employed, self-employed, disabled workers, parents, parents of disabled children, etc) are more or less likely to claim UC by their initial deadline as part of the managed migration process.
