Empty properties list

Dear Cardiff Council,

In 2010, the Guardian published an article based on an FOI with details of empty properties in Cardiff.

I am writing to ask for 2017 update of same information that was provided.

I am writing under the freedom of information act 2000 concerning the number of empty properties in Cardiff.

I would request this information is delivered electronically in the form of a spreadsheet - as a list of the addresses of all the empty properties.

If you cannot provide all lines of the address, the ward area and postcode and type of property will suffice.

If you are unable to provide this information please advise me as to how to refine my request to make the information easier to find.

If you are only able to partially disclose the information please do so - and if some of the information is already readily available please direct me as to where to find it.

Dear Cardiff Council,

We would like to know how many empty properties there are in Cardiff in total.

We would like the total figures broken down into 1. Council-owned domestic properties and 2. private domestic properties, with figures for both.

We would also like to know 3. how many empty commerical properties there are in total in the city.

We would also like then to have these figures - for empty domestic properties (in total and broken down into council-owned and private) and emtpy commercial properties broken down by ward.

So we have the figures for how many empty properties (and the type of empty property) there are in each council ward in Cardiff

We would also like a break down of the figures for empty commercial properties in each Cardiff arcade and Capitol Shopping Centre and St Davids 1 & 2 in the city centre.

We are hoping to do a comparison with the situation in 2010 in this article that came from a similar FOI

I am afraid this is not a very clear response. It has no explanation and content.

For example, could you clarify are the Ctax Empty Properties listed in the spreadsheet all privately owned domestic properties? Or domestic and commercial properties?

And how would I calculate the number of empty commercial buildings from the council website and the information on exempted buildings and empty building relief

Having consulted further with the relevant service area I can confirm that the service area are unable to breakdown the data provided in to private/domestic/commercial data as requested, as this information is not recorded in this format.

Information regarding commercial; properties is available on the council website. Please see below for further details:

NNDR (commercial properties) both lists on our website:
Business Rates – Current Empty Exemptions AND
Business Rates - Current Empty Reliefs reflect empty commercial properties.

The total number of empty properties at the time are the lists added together

I understand from your reply that the spreadsheet is just of domestic properties. May I ask why the estimates of number of empty domestic properties that have appeared in local media have been considerably less (between 1000-2000) what has been the method of counting?

Hello Mr Johannes,

We have received the following information from the relevant service area, regarding your follow up query:

We are uncertain what media figures you may be referring to but if it is those quoted via the hyperlink
on the earlier email, these figures were referring to the position back in 2010.
If the figures in question were provided by Cardiff Council then they would have been produced on the same basis as the figures
quoted in our recent response.
A factor that may have had an influence on the decrease in vacant properties is that in recent years Private Sector Housing have had a purge on bringing unused properties back into use.

If you are dissatisfied with the Council’s response you have a right to request an internal review.
