Dear Havering Borough Council,

I am writing to request the addresses of any empty properties that are privately owned, council owned or commercial of which you have knowledge. I do not require any information covered by the Data Protection Act.

I am a property investor, and my intention is to refurbish the properties and bring them back into use. This will obviously be beneficial to the council as it will generate council tax and help towards relieving the local housing situation.

When considering your response would you kindly note of the ruling re: Camden borough Council. (Case No; EA/2011/0007, Voyias v. London Borough of Camden).

In accordance with the Act, this email acts as a Refusal Notice and

Reason for applying the exemption

Properties that are vacant are vulnerable because there is little or no
risk of an intruder being disturbed. They are at risk of being broken into
and the contents damaged or stolen, used for illegal or anti-social
activities, and possibly being the site for arson. The illegal activities
could now include squatting in residential properties

 

Public Interest Test

Whilst it is in the public interest to release information held by public
bodies, to aid understanding, transparency, awareness and accountability,
it is also in the public interest that information that would be of
particular use for criminal activity is not readily disseminated and the
information requested falls into this category. On balance, the public
interest is against disclosure.

 

I apologise that your request cannot be met on this occasion.
