Empty Homes Management Order
Dear Knowsley Metropolitan Borough Council,
Knowsley Council bought a house under a Empty Homes Management Order as seen on the KHT website.

Can you tell me how it came to be decided to purchase this particular property, and what is the procedure KMBC used.

In line with guidance published by the Information Commissioner’s Office, the council may make a charge for the provision of information – for example in order to cover the costs of postage (in line with the relevant postal charges) or charges for printing and copying (which will reflect photocopying charges levied by the council’s public libraries).

We have looked into your request for information about empty homes
management order, and our response is shown below.
I have looked into your request for information concerning the Empty
Dwelling Management Order which was made with respect to a property on
Hilary Avenue, Huyton.
I can confirm that Knowsley Council did not purchase the property to which
you refer. Rather the management of the property was taken on by the
Council using legal powers set out in the Housing Act 2004. This enables
the Council to take the necessary steps to return it to occupation. Any
costs incurred through this process are repaid in full through the rental
income. In terms of how the Council prioritises an empty property for
enforcement we consider a range of factors which include:
· Impact property is having on the area
· Previous enforcement action taken by the Council due to the
property being empty
· Housing demand
· Whether the property is an attraction for antisocial behaviour
· Cost of taking action
