Empty domestic properties by parish

We're waiting for Bugault Olivia to read a recent response and update the status.

Dear Isle of Anglesey Council,

I am writing to ask you to supply details around Empty Domestic Properties (Council Tax) by Parish.

I would like: 

1 The number of 

2 address (including street number and postcode) of homes that:
a) have been empty for over 6 months 

b) have been empty for under 6 months 

c) your empty homes strategy including what empty homes (if any) 
you prioritise.

I am requesting this information in an excel format.
If you cannot provide all lines of the address, the ward area and postcode will suffice.

If you are unable to provide this information please advise me as to how to refine my request to make the information easier to find.

If you are only able to partially disclose the information please do so - and if some of the information is already readily available please direct me as to where to find it.

Can you provide me any information about the empty houses request I sent you?

From the other councils' answers, I understand that you cannot disclose the address details of the empty houses, nonetheless, you should be able to give me the parish names/or postcodes/or wards where the houses are located.

Further to your FOI request below, I am of the opinion that the
information you request is exempt by virtue of Section 31 (1) Law
enforcement.

Sections 31 (1)(a)  states that information is exempt information if its
disclosure under this Act would, or would be likely to, prejudice;

 

(a) the prevention or detection of crime

 

Request :-

Address (including street number and postcode) of homes that:

I am requesting this information in an excel format.

Case law has established that information disclosed under FOI is
essentially disclosed to the world at large. With this in mind, it is my
view that providing the information you request would be disclosing the
locations of empty properties which could lead to them becoming a target
for squatters and /or criminal damage.

 

This exemption is subject to the Public Interest Test which considers the
balance of public interest in favour of disclosure against the interest in
maintaining the exemptions from disclosure. I have summarised below the
factors considered in deciding upon where the public interest lies with
regard to this request.

 

For Disclosure:

 

There is great public interest in allowing scrutiny of how Council's
operate and how they spend public money, particularly at a time where
public spending is under constant review and debate. In this instance,
empty properties do not bring in any revenue for the Council.

 

Against Disclosure

 

The Empty Homes Strategy is a publicly available document which provides
as great deal of information about the way the Council is dealing with
empty properties (see link below).

The owners of the empty properties have the right to expect the Council to
protect their personal information and not disclose any information that
could lead to any damage of their properties.

 

Having considered the public interest both for, and against disclosure of
the information you have requested I have concluded that the overall
public interest lies in maintaining the exemptions outlined above and
non-disclosure of the information.

 

However, we can provide you with  the number of  empty  properties within
the Community / Town Council areas on the Island together with the
relevant exemption applied and description which is attached.

 

c) your empty homes strategy including what empty homes (if any) you
prioritise.
