Please can you clarify whether you mean the number of TUPE transfers or the total amount of staff within Area's 1 and 2 at those times?

Dear Rachel,
I'm afraid I don't understand your request for clarification.
My request for information clearly specifies the total numbers employed by Highways England, and costs thereof, on the two respective dates.
Naturally the numbers for the 2017 date will include a number of staff who have transferred under TUPE, but I am not asking for a breakdown
