Employment of short term (weekly/daily) supply teachers in Newport schools

Please can you inform me of the following:

1. Can a school in Newport CHOOSE to employ supply teachers who work on a short term basis ie weekly/ daily supply cover WITHOUT going through an agency? (Please note, I am not asking if Newport Council has a preferred supplier).

2. If the answer is no, please provide reasons for why this is not possible. Please provide any documentation to show why schools are not able to do this.

3. If yes, please detail the process a school would need to do to employ a teacher on a short term basis including daily supply cover.

Please find attached a response to your recent request, under the Freedom
of Information Act, for information relating to agency cover at Newport;

 

·         Can a school in Newport CHOOSE to employ supply teachers who
work on a short term basis ie weekly/ daily supply cover WITHOUT going
through an agency? (Please note, I am not asking  if Newport Council has a
preferred supplier).

The Staffing in Maintained Schools (Wales) Regulations 2006 places the
responsibility for making decisions about how the school workforce is
organised, deployed and managed onto school governing bodies. This
includes the employment and deployment of temporary staff by whichever
means they deem fit.

 

·         If yes, please detail the process a school would need to do to
employ a teacher on a short term basis including daily supply cover.

Anyone interested in working for a particular school will need to contact
the school directly to establish their arrangements for the engagement of
short term/supply cover.

Thank you for this information!
I have already approached schools to ask if daily supply teachers can be employed through them directly and they say they are not allowed to, as they are not allowed to put a daily/short term supply teacher through the council's payroll. Is this correct?

Please provide information to show that schools are in fact allowed to use the council's payroll system if they wish to employ a supply teacher on a daily basis.

Dear Requestor

If you have a school who wishes to offer you work directly, and not through an agency, you should ask the school to contact the Transactional HR Team at the Civic Centre before they offer you any work. They will advise the school of the process to follow to engage you on a casual basis. This will be for the school to arrange (and not the Local Authority) and the school will need to complete necessary checks and processes before engagement.
