Dear Lucy Cavendish College, Cambridge,

This is a formal request under the Freedom of Information Act 2000.

Could you please provide the following pieces of information:

College pay spine
Staff headcount (aggregated) for the past year
Staff headcount (disaggregated by grade) for the past year
The number of fixed-term contracts, open-ended and permanent contracts for the past year, with a breakdown by grade.
The number of individual providing hourly-paid work for the College in the past year
Undergraduate supervisors headcount for the past year (aggregated)
Supervisors headcount for the past year disaggregated by staff category (UTO, postdoc, CTO, graduate students)

An example of a DoS letter of appointment
An example of a contract for a College Tutor
An example of a contract for a College Junior Research Fellow
An example of contract for a College Teaching Officer

Please provide an index of relating documents.

If you are to invoke Section 43 to withhold information in relation to any of these questions please note you must provide details of the exact FOIA exemption, details of who would be prejudiced by this information, and a public interest test justifying a conclusion with arguments for and against the release of the information.

If you are to invoke Section 12 to withhold information in relation to any of these questions please provide details of how locating, retrieving and extracting this information would exceed the appropriate limit of £450 as set out in the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004. Please also be aware of your duty under section 16 (1) of the Act to advise and assist me in narrowing my request to bring it within the appropriate limit.

Thank you very much for your assistance with this request. If you would like any clarification on the information I have asked for, please don’t hesitate to get in touch.

In its guidance the Information Commissioner's Office (ICO) said that the requirement to respond 'promptly' and the requirement to respond no later than 20 working days were to be considered as separate obligations. Public bodies should be able to justify why it took them as long as 20 days to respond to requests in cases where they do not act more promptly than that "long stop" deadline. I look forward to receiving your response in the next 20 working days. If you are unable to provide a response in the next 20 working days please provide an updated timeline by the deadline 08/07/22.

Yours faithfully,

Secretary Cambridge UCU

Dear Lucy Cavendish College, Cambridge,

Many thanks for your responses to the submitted FOI request. These were gratefully received. After discussion with some members of our UCU branch, I wanted to follow up for further clarification on:

1. "Pay awards made to staff in the past 3 years This is commercially sensitive data"
It does not appear clear or straightforward that this is commercially sensitive data. This appears to be information of broader public relevance. UCEA publishes the pay awards they agree with UCU, for example, so it is not clear why this would be commercially sensitive in the case of Lucy Cavendish.

Please can you clearly demonstrate why this would fulfill the requirements for non provision on the basis of commercially sensitive data, or provide this data.

2. "Pay rates for hourly-paid work (DoSing, supervisions, admission interviews). These are not paid on an hourly basis." Thank you for clarifying. If this work is not paid hourly, please can the College provide us the piecework rates?

Yours faithfully,

Tom Hobson

Dear Tom Hobson

Our ref: f2022-013

Further to your request for clarification, below, I am respoding on behalf
of Lucy Cavendish College as follows:

this data.

Pay awards are specific to the College and as it operates in a competitive
environment for attracting and retaining staff we consider their
disclosure could have an effect upon the College’s competitive position
which might prejudice its commercial interests.

2. "Pay rates for hourly-paid work (DoSing, supervisions, admission
interviews). These are not paid on an hourly basis." Thank you for
clarifying. If this work is not paid hourly, please can the College
provide us the piecework rates?

In the same way, disclosure of specific rates of pay could also prejudice
the College’s commercial interests so we would not release these. The
intercollegiate recharge rate for supervisions is published and is
available [2]intercollegiate_re-charge_rates_for_supervisions_2022-23.pdf
(cam.ac.uk).
