Dear Lancashire Constabulary,

I am concerned that in the event of an Emergency Evacuation of Preston New Road Wellsite, insufficient plans are in place to safeguard the public, and to effectively and swiftly evacuate the area.
You are aware that the responsibility towards the public would fall jointly under your remit, along with the Fire Service.

Is there a risk assessment or plan is in place for the policing of the traffic, in the event of an emergency evacuation at the Preston New Road Well site?

1) Please confirm if such as risk assessment or plan has been carried out and in place.
Please answer yes or no to this question, together with the date any plan was agreed.

As such an event may include either an explosion of gas, or an unexploded pocket of gas, (both of which could require an exclusion zone of around 3 miles radius); would in turn require the evacuation of:

i) Workers on the well-site,
ii) members of the public,
iii) local residents, to include residents on a local caravan park,
iv) 2 primary schools and a secondary school, (around 2,000 pupils and their parents),
v) horses,
vi) K9 kennels.

and given parts of the local motorway would need to be closed, and evacuation points provided for the public outside of the exclusion zone;

2) Please confirm if an assessment has been undertaken (as is required under Regulation 3 of
'The Management of Health and Safety at Work Regulations 1999'), to ensure sufficient officers could be fully deployed over such a radius, with adequate PPE to ensure the safety of the officers (as would be required under Regulation 8 'The Management of Health and Safety at Work Regulations 1999'), in order to provide a suitably rapid response time of around 10 minutes to evacuate this area.

3) Please confirm that existing plans are in place to ensure this could be done safely for the public, and provide a copy of this plan:
i) to explain any alarms which would sound,
ii) to state the presence of the location of evacuation points,
iii) and to state the method by which you intend to circulate this information to the wider public.
