Dear Waltham Forest Borough Council,

Mark Hynes emailed me on the 13th July 2021;

'In the infrequent event of a bus breaking down and causing an obstruction on Markhouse Avenue the normal process is for the driver to call a tow truck as soon as possible; this and any other matters regarding buses is solely the responsibility of Transport for London. With regards to emergency access during the event of breakdown, access for the emergency services is available via Argall Avenue through the Bus Gate on South Access Road. Access is also available via the removal of the lockable bollards at Station Road and at Low Hall Lane for the services that have keys, primarily being London Fire Brigade. The keys are nonetheless still available to all the emergency services.'

Q1) It states the keys are available to all the emergency services. Where are they kept 'available' ? And where is this information available to notify emergency services arriving at Station Road LTN? Can you expand on this? The only emergency service that carry keys are the fire brigade. So please explain how the LAS and Police are to enter the estate and within LAS Cat 1 response time of 7 mins if they don't have the keys?. Ref. quotes below, is this acceptable to WF Council and what have the emergency services stated about this?

Q2) The other suggestion was to enter the estate via the bus gate. This is no entry for motor vehicles and doesn't state except for emergency vehicles. Further more, it is at least a 2.1 mile detour through busy traffic estimated at 15 additional mins and far in excess of LAS Cat 1 response time of 7 mins. Ref. quotes below, is this acceptable to WF Council and what have the emergency services stated about this?

Copy of quotes of the letter sent to Martin Esom CEO from LAS on 5th July 2020:

'Our attendance targets are set nationally by the Department of Health and are based on the clinical need of the patient; with immediately life threatening calls requiring an ambulance response within 7 minutes of the 999 call. The LAS are concerned that some changes to road layouts, design features suggested and traffic management schemes proposed may impede our response to time critical patients and ability to convey patients to definitive hospital care without delay or hindrance.'

'Barriers requiring GERDA of FB keys. London Ambulance Services vehicles do not carry GERDA or FB keys so any
bollards/gates would need to be able lowered/opened remotely by a control centre to allow ambulance access,
this must be a 24/7 operation and a quick response from any control centre or traffic marshal.'

the information which you requested on 15th July 2021 about FOI request -
Emergency access to St James estate .

The information supplied has been provided by the department responsible
for the service delivery.

Q1) It states the keys are available to all the emergency services. Where
are they kept 'available' ? And where is this information available to
notify emergency services arriving at Station Road LTN? Can you expand on
this? The only emergency service that carry keys are the fire brigade. So
please explain how the LAS and Police are to enter the estate and within
LAS Cat 1 response time of 7 mins if they don't have the keys?. Ref.
quotes below, is this acceptable to WF Council and what have the emergency

It is the responsibility of each of the emergency services to decide
whether to provide keys for lockable bollards. All emergency services are
aware of the type and specification of padlocks and keys; and therefore
have the ability to provide these if required. Generally the emergency
services do not mobilise from a given point (i.e. a headquarters/local
station). The common scenario is either a) a unit will be mobilised from a
point that is in the nearest proximity to the incident or b) a mobile unit
will accept the call to attend an incident, usually from a location near
to the incident. This is to enable the shortest response time.

The emergency services are as standard procedure consulted throughout the
scheme development process; and at the statutory consultation stage they
are sent copies of the traffic orders that state they are exempt from
restrictions (i.e. camera enforced closures/bus gates/nodal filters etc).
Also, during the scheme development process the emergency services
endorsed the implementation of the bus gate as this proposal also included
the removal of the permanent closure on South Access Road junction with
Argall Avenue and also removed the requirement to utilise a route through
the council depot, which both expedite emergency routes.
