Dear Shropshire Council,

Please let me have a copy of carbon emission data associated with the whole life cycle of materials, energy use and construction of the following roads:
1. Shrewsbury North Western Relief Road

This is sometimes referred to as “embodied carbon”.
For the avoidance of doubt this is not a request for carbon emissions data directly related to the use of the road by all kinds of vehicles over the 60 year assessment period.

Please let me know if these assessments of carbon were carried out following guidance contained in PAS2080 Carbon Management in Infrastructure and which organisation or consultancy /consultancies carried out the assessment.

Please note:
 
The Council has been facing unprecedented challenges this year. Firstly,
in response to the flooding in February and now in responding to the
coronavirus (COVID-19) pandemic. During this time, resources may have to
be diverted away from usual compliance or information rights work. The
council acknowledges that it can’t extend statutory timescales of requests
and everyone is doing their best to meet these. However, priority may have
to be given to other areas, eg the safeguarding of vulnerable people,
during this extraordinary period.

Information.Request, Shropshire Council

Dear Ms Welch

A Carbon Assessment Report pertaining to the NWRR is currently in preparation by our term consultants WSP, and therefore cannot yet be shared at this time. This is not a current base requirement of DfT OBC preparation, but something that Shropshire Council is undertaking itself as part of the future NWRR planning application, in order to ensure alignment with its own Carbon targets. All current best practice and required methodologies will be incorporated within the reports approach.

The full report will be submitted and put in the public domain in due course with the Full NWRR Planning Application, due Spring 2021.
