Thank you for your information request, dated 5^th December 2020 where you
asked for all emails from and to the Bill and Melinda Gates Foundation.

 

I can confirm that the MHRA has received grant funding from the Bill and
Melinda gates Foundation for specific activities. We do hold some of the
information that you have requested. However, we have also determined that
the information is exempt under Section 12 of the Freedom of Information
Act and we cannot process your request any further.

 

Section 12 of the Act allows public authorities to refuse requests where
the cost of dealing with them would exceed the appropriate limit, which
for central government is set at £600. This represents the estimated cost
of one person spending 24 working hours in determining whether the
department holds the information, locating, retrieving and extracting the
information.

 

In order to process your request, we would need to identify all members of
MHRA who have had correspondence with the Foundation and search their
entire email history, extract these emails and review them for any
confidential information and redact as necessary. We consider that this
would take longer than 24 working hours to complete.

 

We advise that you narrow your request by, for example, by asking for
details of a particular area of interest and timeframe.

 

Please note that substantially similar requests made within 60 working
days of an original request can be aggregated into one for the purposes of
calculating a cost limit, meaning that section 12 could still apply.

 

If you disagree with how we have interpreted the Freedom of Information
Act 2000 with regards to your request, you can ask for the decision to be
reviewed. The review would be carried out by a senior member of the Agency
who was not involved with the original decision.

Thanks for your prompt reply.

In keeping with your advice under Section 12 of the Freedom of Information Act, with regards to reducing the time taken to complete the FOI; please set a time frame of between the dates 01/06/2019 and 01/
6/2020. I hope that this will be sufficient enough to bring the time down to within the 24 hours set by legislation, if not please do not hesitate to contact me so we can work together to bring the time down.

Thanks for your reply.

Could you provide me with a rough timeframe that this will take you to complete at it's current timeframe so I can review how long i should shorten the time frame to.

Unfortunately, I fail to see how giving you a specific subject to go on would be any quicker?
My knowledge of IT infrastructure makes me think it would be quicker to find all sent and received email to a specific set of domains than it would to find all sent and received emails to a set of specific domains with a set of specific subjects to find.

Depending on how your email server is set up, I could probably offer to write the code for you that will recursively go through and pick emails based on who sent it or who it was sent to. I personally don't see this code taking over an hour to write for someone who has very limited coding ability and access to Google. It would be impossible to say how long the code would take to execute on your servers, however, it wouldn't need someone to monitor it just write and run. Would you include the running time of the code in your allotted timeframe? An automated task doesn't constitute an employee working so shouldn't be included. The only thing I see that could possibly take a long time would be removing personal information like names. The majority of this should be simple and included in the code to redact the senders name and signature. This will inevitably miss some which would have to be done manually. Unless you got a database of names and told the script to replace these with "redacted" or similar.

For the above reasons, your times seem highly exaggerated. If you would like any assistance in anyway, I would be open for discussion about job prospects.

Please conduct an internal review. As per the freedom of information act you should help me to shorten my request so it would fall within the legally allotted time frame. My questions which would help me shorten the timeframe have been ignored and you have offered no explanation as to why it would be quicker to give you a specific subject to find.
