Good questions.
The response, though, was a wonderful example of how Liverpool City Council does not comply withthe Information Commissioner's guidance.
The response actually has the heading:
"the level of public interest – evidence of interest by the public"
No No No. The IC specifically states that "the public interest" is nothing to do with the interest the public may or may not have expressed, and instructs those handling FOI requests to NOT DO THIS. And has also explained this to Liverpool City Council (in at least one Decision Notices) when they have tried to do this in response to other requests.
Unbelievably unprofessional. They obviously can't be bothered actually looking any of this stuff up, and prefer to just make things up as they go along - which speaks volumes about how seriously they take it.

I am still awaiting the clarifications which I asked for. I would also like to add that in your previous reply you appear to have conflated public interest with the level of public interest, specifically against the information commissioners instructions. I believe this has been raised with your council before. With this in mind would you reconsider your previous response to my initial FOI request.
