Email communication regarding latco CEO social media

Dear Kent County Council,

Please provide email communication between KCC employees regarding social media posts on Twitter by Cantium Business Solutions CEO Mark Scott

In particular regarding a post by Mark Scott on 27th February 2020

“Mortality rate for Coronavirus is 2% that’s the same as flu ! Unless I am missing something this is not a big deal! The only difference is there isn’t a jab yet ! But let be honest how many people have it anyway”

Dear ‎Mr Williams‏
 
I am writing to ask you to clarify your request. This is because we need
further details from you in order to identify and locate the
information.Therefore I should be grateful if you would clarify the
following: 
 
Please clarify which area/teams within KCC you are referring to.
 
As your request stands, it is not possible to answer your request, as this
would require a search of thousands of KCC employees records. This type of
search would certainly exceed the appropriate limit of £450 (equivalent to
18 hours at £25 per hour). Therefore, in accordance with section 12 of the
Freedom of Information Act, we are not obliged to comply with your
request.
 
I will not be able to take this matter further without this extra
information from you. Please let me know by 18/07/2020.
 
If I do not hear from you within the timeframe provided, I shall take it
that you do not wish to pursue this request and will consider the request
closed.

I do not know the structure of the council and departments so I cannot clarify this.

However I do know that you run Microsoft Exchange, and performing an organisation wide search for the keywords “Mark Scott” and “Twitter” for a competent professional should take no longer than 30 minutes.

I have sought the opinion of a senior ICT Compliance and Risk colleague as
to the feasibility of a KCC wide Microsoft Exchange search.  I will be in

It seems my request has been denied due to lack of technical competence.

I request you seek guidance from someone with more technical competence. There is also the risk that there is a conflict of interest if this search is being performed for you by Cantium themselves

Our ICT Compliance and Risk Team has run a 'traffic' report of emails
across KCC's network using various search terms, including  'Mark Scott'
and 'Twitter'. This search parameter alone resulted in over 38,000
possible emails that may meet the scope of your request.
A number of searches were performed, the particular search the resulted in
38,000 results was 'Mark Scott' and 'Twitter'.
 
It seems my request has been denied due to lack of technical competence.
Please refer to the attached response. The search was completed by KCC's
ICT Compliance and Risk Team, who are technically competent.
 
I request you seek guidance from someone with more technical competence.
There is also the risk that there is a conflict of interest if this search
is being performed for you by Cantium themselves

ICT Compliance and Risk Team who are not only technically competent, are
also not part of Cantium.  They are a central KCC team.
