Dear Westminster City Council,

Yes you did understand my request correctly. The reason I asked was that a recipient of a PCN was emailing you and not getting replies to his informal challenges nor did the emails appear in his evidence pack at London Tribunals but you have now responded and are investigating the detail.

To test your system I sent an email with a delivery receipt and it did not get acknowledged. I put your email address into an MX address checker and got a timed out message so I am now wondering if you have had some temporary problems with it which are now resolved?
