Dear FOI,
You define eligible as 'eligible and registered'; do you have an estimate for how many eligible people there are?
I think this is very misleading as everyone I know thinks 'turnout' refers to the proportion of people who are entitled to a vote who voted, not the proportion of people who turned up out of those who registered.
