Eligibility to work on Buckinghamshire county council transport contracts

I would like to know how many drivers of private hire vehicles were requested to return their council id badges and deemed to be unfit and improper persons due to the decision to review and change the enhanced safeguarding process for drivers of Bucks county council transport contracts from 27th December 2018 and why this decision was issued indiscriminately to all drivers who did not meet the required safeguarding risk due to their criminal convictions regardless of lengh time spent since offence ( many historical ) and regardless of time council badge previously held some in excess of 20 years

Thank you for contacting Buckinghamshire County Council. We apologise for the delay in replying.

We set out below and attached the relevant processes (to the date of your request) and we can confirm that 47 drivers and passenger assistants had their badges removed.

1.Please find attached the old process that we used between 2015 and September 2018

2.In September 2018 a review was carried out for drivers and passenger assistants that had positive DBS disclosures; BCC adopted an interim proportionate risk based approach to ensure that we protect and safeguard the most vulnerable members of our community and maintain public confidence in the decisions we make. This interim process categorises all DBS disclosures relating to a Sexual, Physical or Drug related offence as a High Risk. Our decision confirmed that, due to enhanced safeguarding risks based on our review of previous criminal records, anyone with disclosures relating to a Sexual, Physical or Drug offence were no longer considered to be a fit and proper person to hold a Council ID badge and / or to work on Council transport contracts.

3.The Council is currently considering a proposed revised Policy, which will be introduced as a permanent Policy in the near future, and all existing and suspended badge holders will then be reviewed using the revised procedure / policy and will be advised accordingly.
