Dear Department of Energy and Climate Change,
Schedual 7 of the Electricity Act 1989 has provison for a customer to provide their own meter.
1. What qualifications are needed to fit your own meter?
2. Is there a list of persons qualified to fit meters
3. Who would be the Authorised Supplier for a new build property in Chester, Cheshire, that currently is not connected to the National Grid, and never has been connected to the National grid

Thank you for your recent e-mail. I have been asked to respond.

The simplest way to arrange for a new electricity connection and meter
installation is through the electricity supply company of your choice.
There are currently 6 large energy suppliers and 15 independent companies
to choose from. The supply company will liaise with necessary companies
involved, including the electricity distribution company that operates and
maintains the cables and wires upstream of the new meter. North West
Electricity is the distribution company that covers Chester.

Any Gas or Electricity meter used for the purpose of billing must be of an
approved design. Most domestic and smaller industrial/commercial metering
applications are covered by this requirement; therefore only meter types
that operate to defined accuracy and performance requirements will be

As the owner of the meter, you would be responsible for ensuring that the
meter remains accurate at all times to avoid disputes about billing.

The Electricity Act 1989 allows a customer to provide his own meter. This
opportunity is principally utilised by larger non-domestic customers, who
own their own meters, but contract with a Meter Operator to install and
maintain the meter. The Act also requires the meter to be suitable for its
purpose. If it is not, the electricity supplier can/must replace it with
its own meter.

The Balancing and Settlement Code (BSC) places obligations on electricity
suppliers to appoint a Qualified Meter Operator. The list of Qualified

. The Distribution Connection and Use of System Agreement (DCUSA) places
obligations on electricity suppliers to use a Meter Operator who is a
signatory of the MOCOPA . The list of Meter Operator parties is at

Please forgive my ignorance but i could only find a answer to my 3rd question.
3. Who would be the Authorised Supplier for a new build property in
Chester, Cheshire, that currently is not connected to the National

which was answered in your 1st paragraph " North West
Electricity is the distribution company that covers Chester."
