Electric Vehicle Charging Points

Response to this request is long overdue. By law, under all circumstances, Brighton and Hove City Council should have responded by now (details). You can complain by requesting an internal review.

Dear Brighton and Hove City Council,

I would like information on the registration and use of the council run electric charge points.

Particularly - what vehicles have been registered (make, model etc, personally identifying information such as registration numbers are not required), the city that the vehicle (or owner) are resident in, and when the vehicle was registered.

For each registered vehicle any logs you have regarding when they have used the charge points.

And for each charge point, any logs you have on their usage.

Yours faithfully,

Paul Perrin

Freedom Of Information, Brighton and Hove City Council

Thank you for your request for information and I confirm we shall respond as quickly as possible, but not later than 8 December 2011.

Interesting that shortly after this request went in, the council spoke to the telegraph about just this

http://www.telegraph.co.uk/motoring/gree...

Dear Freedom Of Information,

This should have been responded to by now, you are legally required to request promptly and this is now overdue in law.

Please advise by return on the cause of the delay and the expected time of you response.

Yours sincerely,

Regarding your request for information  under the Freedom of Information
Act 2000:  Ref:  foi/ 916  /11

Please find set out below the information in response to the above
request:

Request:

I would like information on the registration and use of the council run
electric charge points.

Particularly - what vehicles have been registered (make, model etc,

personally identifying information such as registration numbers are

not required), the city that the vehicle (or owner) are resident

in, and when the vehicle was registered.

The EV charging point scheme is administered on the council’s behalf by
Elektromotive Ltd.  They regularly supply us with the details of our
registered users, the make and model of their vehicles, their addresses
and when first registered to the scheme.  Re this, would we only be
supplying details of current users, or all members who have been
registered with us since the start of the scheme?  I believe that one
former user has passed away and another left the scheme as his vehicle
technology was not suitable for our charging points.

As electric vehicles are still quite rare could supplying details of make
and model combined with details of the city (or town/village) of residence
be a possible breach of confidence, particularly if combined with details
of their usage of the charging points?

And for each charge point, any logs you have on their usage.

We have logs of the charging points showing usage in terms of hours of
recharging, electricity consumed and number of transactions.

For each registered vehicle any logs you have regarding when they have
used the charge points.

We do not hold data showing usage by individual users/vehicles and when
they have used the charge points.  Please see attached copies of all the
charging point logs supplied with by Elektromotive since the scheme
started operating.  The scheme was opened to the public in February 2010,
but the first charging points were live from October 2009 with some
testing and limited usage taking place over the intervening period.

Dear Paul O'neill,

Thank you for your response, which contains some of the information I requested.

However I am still keen for information on how much use each user makes of the facilities having registered.

As it is accepted the vehicle make/models (without registration number/location) does not identify individuals - can you provide the charging information broken down by each vehicle?

Yours sincerely,

Paul Perrin

Dear Paul O'neill,

p.s. I notice that the information provided is only to 15/7/11 - can you provide information to date? if this would exceed cost limits, when is the next update due?

Yours sincerely,

Paul Perrin

Dear Brighton and Hove City Council,

I have not received an acknowledgement for my follow up requests.

Can you confirm that they are being handled and will be responded to in good time?

Yours faithfully,

Paul Perrin

Dear Paul O'neill,

I have received a response to this follow up request, but it is a duplicate of the previous response.

http://www.whatdotheyknow.com/request/jo...

The information shows how much power has been drawn from each charge point, but it does not allow me to see how much use as been made by each registered user.

I am interested in when/how often each registered user uses the points, so I can get an idea of how many people they are actually being used by.

I hope you can supply this information.

Yours sincerely,

Paul Perrin
