Dear Cabinet Office,

I would like to ask for information about the "Register to vote" service on your website (https://www.gov.uk/register-to-vote).

1. When you fill out this form, who does this get sent to? I.e. please list all bodies that you share the data with, or give it to, as a matter of course.

2. Who is responsible for processing the form data? E.g. is it the Cabinet Office, or my council? If more than one body is responsible, please list what responsibilitys each body has.

3. Where is the data stored, and who by?

4. How is the data stored, e.g. is it in a database? If a database, is there a single, central database for all voters regardless of where they live, or is the data managed by each council separately? Is the data encrypted?

5. If the data is sent to other bodies (e.g. my council), how is it sent? Is it encrypted before being sent, or is it sent as it is (i.e. unencrypted) but along a "secure" connection?

6. Does the Cabinet Office keep a copy of the data, and if so:
(a) which data does it keep (if not all), e.g. name, address, ...
(b) how long for
(c) for what purpose

7. How many people at the Cabinet Office (roughly, e.g. to the nearest 100) have free access to the data (in the sense that they don't have to ask permission or justify why they want to look at it)?

8. Do you verify that my National Insurance number belongs to me? And if so how? Do you have a complete database of national insruance numbers, or do you "look up" the number one by one with some other body? If so, who is that body, and how is this done? And is the data encrypted when this is done?

Thank you for your helpful reply.

I would just like to clarify a couple of points which were not clear to me—

You said that the local EROs would not be storing any new data. I take it that this means they would not store my National Insurance number—could you confirm that my understanding is correct?

Could you also confirm whether the ERO would (or could)—at any point during the process—know my National Insurance number?

Also, you said that Cabinet Office delete my data when the process is finished. Does this happen whether or not the "matching" process (made with the DWP) is a success or failure?
