Electoral register size

Response to this request is long overdue. By law, under all circumstances, Haringey Borough Council should have responded by now (details). You can complain by requesting an internal review.

Dear Haringey Borough Council,

Can you please let me know what the total number of entries on the
electoral register for use in a (Westminster) Parliamentary
election were as of:

a. The new register published in February 2014
b. The new register published in December 2014
c. After the January 2015 rolling register updates
d. After the February 2015 rolling register updates
e. After the March 2015 rolling register updates

Thank you for your e-mail below.

 

The electoral register is not subject to Freedom of Information Act.

 

The registration of electors is governed by the Representation of the
People Act 1983 as amended. Under Section 8 of the Act, the council must
appoint an officer of the council to be the registration officer for any
constituency or part of a constituency coterminous with or situated in the
council's area. Any appointment as Electoral Registration Officer is
separate to any other appointment and, although appointed by the council,
the Electoral Registration Officer's responsibilities and duties are
personal. An example of this is that the register of electors is deemed to
be the property of the Electoral Registration Officer, not the local
authority. The Electoral Registration Officer does not carry out the
duties on behalf of the local authority but in his own personal capacity.

The Freedom of Information Act does not list any person appointed under
the Representation of the People Act 1983. It follows that the Electoral
Registration Officer, Returning Officer or any other person appointed
under the Act are not subject to the provisions of the Freedom of
Information Act.

We can forward your email to our Electoral Services Manager who will
respond to your enquiry as correspondence in due course. However, before
we do that can you please confirm if your request if for Haringey Council
(not Westminster).

Thanks for the thought Michelle, but the ONS data is only that data as of Dec 2014. Although it's been frequently cited as new/latest, in fact the rolling monthly updates since change the picture quite a lot in many of the councils that have provided the data in response to my FoIs.

Yes, with the introduction of Individual Electoral Registration later this year, there is going to be amazing change in many local authorities, particularly those with student populations. After the election in May, anyone who has not been confirmed as an elector living at an address will be removed from the register in December. Everyone must take personal responsibility for making sure they are registered and eligible to vote.
