(a) You hold personal email addresses as part of your Electoral Register, and if so,

(b) how many emails you hold in the Electoral Register;

(c) What the source or sources of these emails is;

(d) Whether you have included all or some portion of these emails as part of the datasets you gave to election candidates at the 2019 General Election;

(e) If so, how many emails were supplied;

(f) Whether you supplied email details in other prior elections.

Re: Emails on the Electoral Register 

The Council does hold the requested information and our response is as
follows:

Thank you for your enquiry. You should note that the Returning Officer
(RO) and the Electoral Registration Officer (ERO) do not come under FOI
legislation and no requests can be made under that legislation for the
information that you can require. Similarly you have no right of appeal
under that legislation if you are unhappy with my response. 
It is however the policy of this RO/ERO to be as open and transparent in
answering any queries made by electors in Hart.  You should note that
information can only be provided if it is held in a physical verifiable
format.  We trust that you appreciate that we cannot use public money to
undertake detailed analysis of data for you and any data will only be
provided in the format in which it is held. Electoral law
sometimes prevents the release of certain information and if this is the
case we will advise you of that in our response. 
If the information is already in the public domain you will be directed to
where it is held and if the primary source of the information that you
request is held by a another department or Government body you will be
directed to them so that you are able to make your request under the 2000
FOI Act.
This is the response to your request and apply only to the area covered by
the ERO that falls within the boundary of Hart District Council:
(a) Do you hold personal email addresses as part of your Electoral
Register, and if so,
The electoral register as published does not contain email addresses.
Electors who register to vote are asked to provide an optional email
address so that we can communicate with them. This information is held in
a secure database by the ERO.
(b) how many emails you hold in the Electoral Register;
None. The ERO's separate email data base contains 45,911 email addresses.
(c) What the source or sources of these emails is;
see (a)
(d) Whether you have included all or some portion of these emails as part
of the datasets you gave to election candidates at the 2019 General
Election;
No, because the electoral register does not contain any emails. We have no
authority to transfer email that we hold to anyone else. 
(e) If so, how many emails were supplied;
Zero
(f) Whether you supplied email details in other prior elections.
No
