Dear Sir or Madam,

Under the Freedom of Information Act 2000 I seek the following information on elective operations:

1. The number of elective operations scheduled. I would like this information for January 2019 to November 2020, broken down by month i.e. the total number of elective operations that were scheduled for January 2019, February 2019 etc.

2. The number of elective operations performed. I would like this information for January 2019 to November 2020, broken down by month.

3. The number of elective operations cancelled at the “last minute”, as defined by the NHS when providing data on cancelled elective operations. I would like this information for January 2019 to November 2020, broken down by month.

The NHS defines “last minute” as “on the day the patient was due to arrive, after the patient has arrived in hospital or on the day of the operation or surgery”. See files available at: http://www.england.nhs.uk/statistics/can...

4. The number of breaches of the standard, as defined by the NHS when providing data on cancelled elective operations. I would like this information for January 2019 to November 2020, broken down by month.

The NHS defines “breaches of the standard” as the “number of patients not treated within 28 days of the last minute cancellation” of an elective operation. See files available at: http://www.england.nhs.uk/statistics/can...

5. The total number of elective operations cancelled, regardless of how long cancellations were made before scheduled operation times, if this information is also collected. I would like this information for January 2019 to November 2020, broken down by month i.e. the total number of elective operations cancelled in January 2019, February 2019 etc.

I would prefer to receive this information electronically, preferably as a data set, eg. in Excel, NOT as a PDF.

If the decision is made to withhold some of this data using exemptions in the FOI Act or otherwise, please inform me of that fact and cite the exemptions used.

If some parts of this request are easier to answer than others, I would ask that you release the available data as soon as possible.

If you need any clarification then please do not hesitate to contact me. Under Section 16 it is your duty to provide advice and assistance and so I would expect you to contact me if you find this request unmanageable in any way.

We refer to your request for information made under the Freedom of Information Act 2000, received by us on 14/12/2020.

In order to process this request, we require clarification as follows:

1. The number of elective operations scheduled. I would like this information for January 2019 to November 2020, broken down by month i.e. the total number of elective operations that were scheduled for January 2019, February 2019 etc.

Clarification required: Can you please confirm what is meant by a scheduled elective operation e.g. To come in date (TCI), theatre booking - should reschedules by reported/ excluded?

2. The number of elective operations performed. I would like this information for January 2019 to November 2020, broken down by month.

Clarification required: Please can you confirm if you would like only theatre operations or all procedures that occur in an inpatient/ day case setting?

Many thanks for your message. In response to your first question on what I meant by a scheduled elective operation:

I would like the date of the scheduled operation to be recorded as the day of the operation or surgery.

If possible, I would like the information you provide to include reschedules. For instance, say an elective operation was scheduled for January, then rescheduled for February, before being rescheduled again for March. In this instance, I would like this to be counted as one elective operation scheduled for January, plus one elective operation scheduled for February, plus one elective operation scheduled for March.

I would not like this to be counted as just one elective operation scheduled for March, and zero elective operations scheduled for January and February. However, if it is only possible to provide a response to my request in this way, then please do so.

In response to your second question on what procedures I would like to be included:

I believe NHS England requires NHS Trusts, including University Hospitals Plymouth NHS Trust, to routinely provide certain data on “elective operations”. I therefore understood when sending my request that there was an established definition of “elective operations” for Trusts to refer to when collecting data on this subject.

For reference, the NHS has published guidance on what should be counted when collecting data on elective operations, which is available here:

In this guidance, it states:

"All planned or elective operations should be counted including day cases. (Patient classification = 1 or 2, Admission method = 11, 12 or 13). As a general guide, include all patients where an OPCS-4 operation code procedure was to be carried out. Do not include minor outpatient procedures. Invasive X-ray procedures carried out on inpatients or day cases should be counted, as an operation and any cancelled procedures should be included for the purpose of monitoring this standard."

If you could follow this guidance when providing the information I have requested, that would be much appreciated.
