Under the Freedom of Information Act I am requesting copies of the following documents;

Walsall Borough Councils Elective Home Education policies, protocols and procedures.

Copies of all documents, minutes of meetings, notes (including notes of telephone calls)and emails relating to the development of the Elective Home Education policy documents, protocols and procedures. Copies of all documents, minutes, notes (including notes of telephone calls) and emails relating to Elective Home Education policy consultations with Walsall Borough's home educating families.

Details relating to the training of officers on the law and home education methods. Dates of when training last took place within Walsall Borough Council and which officers who have contact with home educating families undertook the training. Also a copy of the training material provided to the officer/s who have contact with home educating families.

Copies of all documents, including training material, minutes of meetings, letters, any notes (including notes and records of telephone conversations) and emails relating to training provided by Sauer Consultancy Limited (Director Alison Sauer)to officers who have contact with home educating families.

Copies of all documents, minutes of meetings, letters, any notes (including notes and records of telephone conversations) and emails relating to any ongoing contact with Sauer Consultancy Limited (Director Alison Sauer) including support and advice for officers who have contact with home educating families within the Borough of Walsall.

Also a copy of the minutes of the meeting where the decision was made to issue ID cards to families who elect to home educate their children in the Borough of Walsall.

The existing policy was developed in 2009, and consultation took place
with Walsall Council Legal Services. The draft policy was then presented
to Walsall Children's Services SLT `Director's meeting' for final sign off
on 8 September 2009 (extract of minutes attached)

A scheduled wider consultation on the Policy was postponed pending
publication of recommendations laid out in the `Badman' report

Full consultation is now scheduled for January 2011 which falls in line
with the policy review date of July 2011

Details relating to the training of officers on the law and home
education methods. Dates of when training last took place within Walsall
Borough Council and which officers who have contact with home educating
families undertook the training. Also a copy of the training material
provided to the officer/s who have contact with

home educating families.

The EHE Lead Officer undertook training through a variety of methods along
with a number of other officers who work on both an operational and
strategic level. These staff included Education Welfare Officers who may
have direct contact with home educating families.

Copies of all documents, including training material, minutes of

relating to training provided by Sauer Consultancy Limited
(Director Alison Sauer)to officers who have contact with home educating
families.

Training was delivered by Sauer Consultancy in June 2009 -
(Programme attached) to a small number of staff. The council has not
retained copies of emails

and notes relating to this training (17 months since training
took place). Details of the training material is reasonably accessible to
you by contacting the Sauer

Consultancy directly [1]http://www.sauer-consultancy.com/ and
therefore exempt from disclosure under s.21 of the Freedom of Information
Act. The training

manual provided by Sauer Consultancy Ltd may also be subject to
copyright.

Copies of all documents, minutes of meetings, letters, any notes
(including notes and records of telephone conversations) and emails

relating to any ongoing contact with Sauer Consultancy Limited
(Director Alison Sauer) including support and advice for officers who
have contact with home

educating families within the Borough of Walsall.

Only the training detailed above was accessed from Sauer Consultancy Ltd.
No additional advice, etc, has been sought from this consultancy
(including any support and advice for officers who have contact with home
educating families)

Also a copy of the minutes of the meeting where the decision was
made to issue ID cards to families who elect to home educate their
children in the Borough of

Walsall.

The decision to issue ID badges was made some years ago and the council
has been unable to trace documentation from this meeting within the
appropriate time limit provided for under the Freedom of Information Act,
this information is therefore exempt from disclosure under s.12 of the
Freedom of Information Act.

ID badges are also used by some other authorities and are seen as a
supportive mechanism for EHE families and are regarded generally as very
positive as EHE children do not have to follow school hours, could
potentially be stopped by truancy patrols or Police - showing the officer
the EHE ID badge saves embarrassment for the parent and a lot of time for
the officer in checking the validity of those who say they are EHE. The
procedure for issuing ID badges will be subject to review as part of the
wider policy consultation.
